Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The primary focus of each Division of Operations, and the Office for Verification in Iran, is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions / Office implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

The Safeguards Information Analyst (DPRK) contributes to the IAEA's nuclear verification mission by conducting analyses using all the sources of safeguards relevant information available to the Department. These analyses will be used to support the IAEA’s enhanced readiness activities for the Democratic People’s Republic of Korea (DPRK) and to support activities in the DPRK as approved by the Board of Governors. The Safeguards Information Analyst (DPRK) will use these analyses to assist in the development of plans and procedures for the conduct of verification and monitoring activities in the DPRK, including detailed planning and analysis of logistical options.

Role

The Safeguards Information Analyst (DPRK) is a member of the team supporting the DRPK enhanced readiness activities. S/He is (1) a seasoned analyst, conducting the regular review of information and ensuring that the information is efficiently processed and disseminated within the DPRK Team; (2) a developer of logistical and readiness strategies in support of the DPRK enhanced readiness activities, (3) an expert researcher, identifying, synthesizing, and analyzing information from all sources relevant to the DPRK in order to support readiness and (4) a coordinator of DPRK readiness activities involving logistics and the development of relevant training programmes.

Functions / Key Results Expected

Conduct analyses of safeguards relevant information on the DPRK and disseminate information and analytical results to the DPRK Team and other stakeholders. This entails defining the problem, acquiring relevant information, applying the appropriate analytical methodology, documenting the results in a formal report and communicating the results of the analysis.
Develop strategic plans and procedures to enhance the Agency’s readiness to conduct verification and monitoring activities in the DPRK, including developing prospective solutions to logistical problems. Maintain awareness of the developing situation in the DPRK and factors that may impact Agency readiness activities, incorporate this in plans and procedures, and disseminate this information to the DPRK Team and other stakeholders.
Liaise with other Divisions and Departments to develop plans for DPRK readiness and, when requested by Agency management, to engage external organizations on strategic logistical issues.
Review DPRK information sources in Korean for information relevant to possible verification and monitoring activities. In collaboration with other Safeguards Information Analysts to analyse and evaluate these sources.
Contribute to the State evaluation process for the DPRK by evaluating all safeguards relevant information and contribute to the continuous analysis of developments in the DPRK nuclear programme.
Contribute to the drafting of reports on the DPRK, as well analytical notes to file and assessments of the DPRK nuclear programme.
Contribute to the development and conduct of DPRK-specific training programmes for the DPRK Team and for inspectors who may participate in future verification and monitoring activities in the DPRK.

Qualifications, Experience and Language skills

Advanced university degree in sciences (e.g. physics, chemistry), technology (e.g. nuclear, mechanical or other engineering), or in fields of relevance to international relations, non-proliferation studies and analysis.

Bachelor’s degree with 3 additional year of experience may be accepted in lieu of Advanced University Degree.
At least 7 years of experience in nuclear non-proliferation or safeguards information analysis, policy or in nuclear research.
Experience in planning and organising events and activities in the DPRK would be a distinct advantage.
Experience in the development of training programmes.

Excellent oral and written command of English and Korean is required. Knowledge of Chinese and/or Japanese and other official IAEA languages (Arabic, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38580, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
