a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. The National Mid-Term Development Plan (RPJMN) 2020-2024 reflects the Government of Indonesia’s (GOI) strong commitment to achieving the SDGs while making a significant shift towards low-carbon economic transformation and intensifying efforts to address underfunded sectors such as sanitation and developing the blue economy. Despite the many advances pre-COVID-19, a GOI study indicated that an estimated USD 4.7 trillion (tn) of funding is required to achieve the SDGs.
The Joint Programme (JP) “Driving Public and Private Capital Towards Green and Social Investments in Indonesia / Accelerating SDGs Investments in Indonesia (ASSIST)” brings four UN agencies (UNDP, UNEP, UNICEF, and UNIDO) together to support the GoI to meet its SDG targets. This support will be delivered by (1) taking proven and new financing instruments to scale through the provision of pre- and post-transactions technical assistance for three financing instruments: thematic bonds, blended finance instrument, and SDG-linked loans, and (2) providing capacity building to relevant stakeholders (e.g. GoI, Local Governments (LGs), Financial Institutions, Small and Medium-sized Enterprises or SMEs) to improve institutional capacities to access and utilize finance towards the achievement of the SDGs.
The interventions will build on and take to scale successful UN programmes taking into account the ongoing COVID-19 crisis. This will result in a reduction in the financing gap and accelerating Indonesia’s SDGs achievement through increased financing from innovative financing mechanisms and instruments from both government and non-government sources (e.g., public, private, and Islamic capital). The JP has the potential to assist the GoI and other key stakeholders to achieve the identified programmatic outcomes during the period of 2021-2024.
The Project Management Unit (PMU) ASSIST will be hosted in UNDP’s Innovative Finance Lab (IFL) and will be led by a National Project Manager (NPM), supported by a Chief Technical Expert. The PMU will own daily management, with regular meetings (leveraging travel and technology) to drive cross-programme cohesion. PMU will also maintain a programme management dashboard to monitor updates and progress on both outcome and output level milestones. The PMU will also undertake other non-technical functions such as finance, admin, communication, and other support functions.
The Chief Technical Expert (CTE) post will support the National Project Manager in the development and management of the Joint Programme and will report to the Head of IFL. The main role of the CTE is to provide key guidance to project managers and technical coordinators, forge new partnerships with development partners and the private sector to strengthen the JP, while also providing project assurance and technical assistance to projects when required as well as conducting overall monitoring and other relevant operational functions. The CTE is also expected to manage effective communication with the Secretariat of Joint SDG Fund, RC Office, and PUNOs focal points. The CTE will work in close collaboration with programme and operations units in the PMU, as well as with Government officials, multi-lateral and bilateral donors and civil society to successfully implement the JP.

Duties and Responsibilities
Scope of Work
a)Provision of strategic input for design and implementation of programme/ projectsfocusing on achievement of the following results:
•Provide strategic recommendations for the development of relevant programme/project proposals in line with UNDP’s Country Programme and support to innovation and SDG finance area. •Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners. •Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures. •Undertake analysis of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses.•In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.•Develop capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.•Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
•Provide support to ensure effective management of large and strategic national and regional programmes and projects.•Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes financial and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR).•In collaboration with the project management units, oversee the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.•Monitor ASSIST projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures. •Oversee all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Atlas), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures. •Ensure proper follow up on audit recommendations. •Assist in the preparation of project reports for donors.•To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system ATLAS , reporting, etc
c) Knowledge Sharing
•Recommend entry points for knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice•Identify key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Establish and/or expand knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.•In coordination with the Programme Manager, prepare briefs, talking points, and other documents as required by UNDP Headquarters, UN agencies and other stakeholders. •Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the innovation and SDG finance area. •Lead training for project staff as necessary on UNDP operational/ project policies and procedures.•Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming•Effective contribution to the national and global network for gender mainstreaming learning and knowledge sharing
