Background

The UN Human Rights Office (Office of the UN High Commissioner for Human Rights – OHCHR) represents the world's commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights.
OHCHR field presence in Moldova assists the UN RC Office, UN Country Team in Moldova, the state authorities and civil society in promoting human rights and implementing a human rights-based approach. It works closely with the UNCT on capacity building and mainstreaming human rights in their work, as well as providing support in their engagement with national actors on human rights, including advising national authorities upon request. The field presence works with the state authorities and civil society in supporting their engagement with the international human rights mechanisms as well as the state’s efforts in implementing international human rights obligations, by inter alia building their capacity, providing expert advice, and facilitating coordination.
This position is located in the Office of the High Commissioner for Human Rights, Moldova. The incumbent will work under the guidance and direct supervision of the Human Rights Adviser.
The incumbent will work in close collaboration with other members of the OHCHR field presence for effective achievement of results, anticipating and contributing to resolving complex program/project-related issues and information delivery.
In his/her work the incumbent is expected to manifest organizational awareness, self-discipline and to keep track of the deadlines for the activities assigned to him/her. The incumbent is expected to exercise full compliance with applicable programming, financial, procurement and administrative rules, regulations, policies and strategies.

 

Duties and Responsibilities

The Programme Analyst/National Human Rights Officer acts under the supervision of/reports to the international Human Rights Adviser in the Republic of Moldova (OHCHR).
Under the direct supervision of and in consultation with the international Human Rights Adviser, the National Human Rights Officer:

  • Contributes to providing advice to the Resident Coordinator and the UN Country Team on strategies to build and strengthen national capacities and institutions for the promotion and protection of human rights, including through UN development cooperation programmes.
  • Contributes to the implementation of OHCHR Country Notes and Annual Work plans developed under the Country Note, as well as amendment of or development of new plans and strategies for OHCHR activities in the Republic of Moldova.
  • Contributes to UN led processes including the drafting of the Common Country Analysis, the UNSDCF, Joint Work Plans and others and contributes to the support of the UN Country Team in acting on and mainstreaming human rights in agency- and inter-agency work.
  • Acts to support implementation of recommendations arising from international human rights mechanisms, as well as priorities identified during missions by senior OHCHR officials, as well as recommendations by Senior Experts concerning human rights in the Transnistrian region of the Republic of Moldova.
  • Advises human rights actors – including the Government, state authorities, and national human rights institutions and civil society – on how best to: promote UN norms and standards; enhance legal frameworks and judicial capacity; and develop the national capacity of protection machinery, including its ability to meet international reporting obligations.
  • Liaises with, and provides support to civil society organizations engaged in the promotion and implementation of UN norms and standards in human rights.
  • Keeps track of and analyzes the human rights situation in the Republic of Moldova, providing issue-based or situational assessments to OHCHR and the RC as appropriate.  
  • Supports planning and programming of expenditures and ensuring implementation of and delivery according to the approved cost plan, including ongoing review of obligations and allotments; and as required supervising consultants and other personnel, ensuring substantive programme delivery as well as compliance with performance management requirements; supporting resource mobilization initiatives.
  • Drafts a variety of reports and correspondence relating to human rights matters.
  • Conduct other relevant tasks as requested.

Required Skills and Experience

Education:    

  • Masters’ degree in human rights, public or international law, political science, international relation, social work or a related field. A combination of relevant academic qualifications and relevant substantive experience may be accepted in lieu of a Masters’ degree.

Experience:  

  • Knowledge and working experience with regard to the international human rights mechanisms and treaties.
  • A minimum of 2 years of applied professional experience with Master Degree or 4 years of applied professional experience with Bachelors Degree, at national and/or international level in the field of human rights.

Language Requirements:    

  • Fluency in oral and written English and Romanian; working knowledge of Russian.
  • Knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian is an advantage.
