We are seeking a qualified individual for the position of Programme Policy Officer (Social Protection Learning & Policy), SSA10 to be based in Kampala.

JOB PURPOSE

WFP is jointly implementing the “Child-Sensitive Social Protection Programme in Refugee-Hosting Districts in the West Nile Region” (CSSP) with UNICEF. WFP is responsible for the CSSP’s social protection systems strengthening pillar, which focuses on enabling improved delivery of three Government of Uganda social protection programmes at the district level, as well as developing a nutrition-sensitive cash-based transfer (CBT). This work will involve process improvements at the service delivery level in the districts and eventually improvements and integration of systems across programmes. These activities will generate a significant amount of complex information that needs to be systematically investigated, captured, packaged and disseminated to both CSSP partners and inside WFP, and WFP aims to support this through collaborative learning. Collaborative learning is a core element of the CSSP and WFP’s growth path in the social protection sector.

 

Under the supervision of the Programme Policy Officer Social Protection (CST) within the Resilience and Social Protection programme team, the primary job purpose of the PPO-Social Protection Learning & Policy is to establish and support collaborative learning, knowledge generation and feedback. Working closely with monitoring and evaluation colleagues, the PPO will facilitate processes to help the CSSP team and partners advance their learning agenda and achieve their learning goals and the delivery of knowledge products.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead development, implementation and monitoring of a learning agenda and uptake strategy (including communication and advocacy) for the Child Sensitive Social Protection Programme (CSSP) that engages both the WFP social protection team and its partners
  2. Coordinate research, monitoring, evaluation and learning activities under the CSSP  that translate evidence into knowledge products
  3. Establish and lead a virtual learning network for WFP’s social protection team across its country, area and field offices
  4. Facilitate team members to undertake real-time learning and collectively identify areas to further develop social protection capacities
  5. Introduce and regularly apply tools, techniques and exercises to identify and capture lessons and other learning; participate in internal reviews and assessments to support lesson learning

6. Organise activities that foster learning at the individual and group level, such as brown bag seminars, webinars, virtual roundtables, etc.

7. Identify and work with WFP and external subject matter experts to provide CSSP team members and partners with access to technical expertise

8. Work with subject matter experts to shape and finalize knowledge products

9. Coordinate disseminating information to government and development partners and other key stakeholders in the social protection sector

10. Other tasks and duties as required and/or assigned by the supervisor

STANDARD MINIMUM QUALIFICATIONS

  1. Advanced degree in Economics, Social Sciences, Business or related area

  3. Exceptionally strong communication, advocacy and facilitation skills
  4. Highly effective at networking and sourcing expertise
  5. Deep understanding of social protection systems and processes
  6. Familiarity with adult learning approaches and techniques and leading and motivating groups
  7. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
    • Experience working with Uganda government social protection programmes
