The Economic Recovery and Development Technical Unit (ERD) is responsible for providing dynamic, innovative support to IRC’s international offices for their economic and livelihoods programming. This unit provides technical assistance, drives innovation, promotes best practices, and helps to improve data collection and analysis for economic and livelihoods programming within the organization.Externally, the IRC has been a leader in developing and promoting market-based responses to emergencies based on a good understanding of critical market systems, and ensuring local economies and livelihoods are supported during the emergency phase and transition to recovery. IRC’s ERD programming is implemented in over 30 countries and addresses outcomes related to basic needs and food security, climate-smart agro-pastoral production and value chain development, enterprise development and employment promotion, and resilience strengthening. The ERD TU also champions the IRC’s organizational commitment to increase the proportion of humanitarian aid delivered through cash and voucher assistance.

Job Overview/Summary:

The primary role of the ERD Measurement Officer is to support quality and consistency in data collection and management, analysis, and use processes within IRC’s economic programs by providing assistance to country programs and contributing to unit- and org-wide measurement initiatives and routines. This includes an emphasis on building country and ERD TU teams’ capacity. The Measurement Officer will report to the ERD TU Measurement Advisor and will work closely with ERD TU Technical Advisors (TAs) and other ERD TU colleagues, country teams, and the IRC’s Measurement Unit.

Major Responsibilities:

1. Maintain and promote uptake of standardized M&E tools and resources for ERD

•Update and expand the ERD Technical Unit’s Monitoring and Evaluation resource library, including resources for IRC’s standardized Core Indicators for outcome-level project monitoring.

•Contribute to development and revision of best practice guides, manuals, trainings and other technical resources to improve the quality and uptake of data at country program leveland support dissemination

•Adapt and refine standard M&E tools and resources based on field and TU feedback

•Provide coordination and facilitation support to knowledge sharing forums (e.g. community of practice)

2. Provide M&E Technical Support to Country Programs

•Working closely with ERD TAs and the ERD Measurement Advisor, provide technical support to ERD country program staff to develop M&E plans and logical frameworks and to plan for and execute data collection, management and analysis.

•Working closely with the ERD Measurement Advisor, support the development, adaptation and usage of digital data analysis/visualization tools (i.e. program data dashboards) and data interpretation / story telling

•Provide tailored capacity building support to ERD country program staff, per learning needs identified with ERD TAs

 

3. Support unit- and org-wide measurement initiatives and routines

•Coordinate collection and analysis of global data for the IRC’s Annual Statistics report for ERD programs and Cash and Voucher Assistance Dashboard

•Conduct data analysis (including setting up databases and cleaning data) of multi-country monitoring data to support internal learning, strategic, and operational decision-making

•Support the Senior Strategy Advisor, ERD on data analysis for special projects, as needed

 

Job Requirements:

•Undergraduate or graduate degree in one of the following fields: economics, statistics, monitoring and evaluation, international development, or other related field;

•Minimum of 3 years professional experience in monitoring and evaluation and/or supporting data collection and management systems and processes;

•Experience using a variety of quantitative and qualitative analytical tools and methods;

•Experience validating data quality and ensuring that data collection and analysis have been conducted ethically;

•Excellent writing and editing skills for proposal and technical resource development;

•Excellent interpersonal and communication skills: the ability to effectively listen to, interact with, and communicate to a diverse range of stakeholders;

•Excellent organizational skills and ability to work in a fast-paced environment;

Preferred:

•Experience working in humanitarian or development contexts;

•Exposure to monitoring and evaluation related to livelihoods, food security, economic development and/or poverty reduction;

•Experience with mobile data collection and analysis tools especially ODK-based applications (Kobo, Ona, Formhub, Commcare, etc.);

•Experience with data analysis/visualization software (PowerBI, Tableau), GIS software, R, STATA, SPSS, or Python;

•French, Arabic or Spanish language skills

Working Environment:Standard office work environment with occasional travel (up to 25-30%)
