The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.  Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.  Since its establishment, the GCF has approved 111 projects in 99 countries and has committed USD 5.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.  The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Independent Redress Mechanism (IRM) is the accountability mechanism of the GCF. The IRM responds to complaints by people who believe they have been adversely affected by GCF projects or programmes. The IRM also accepts requests by developing countries for the reconsideration of proposals that were denied funding by the GCF Board. The IRM uses both problem solving and independent compliance review approaches to provide redress and accountability. The IRM reports directly to the Board and is subject to Board decisions. Position Objective 

The Registrar and Case Officer reports to the Head of the IRM and supervises the Team Assistant and interns of the IRM.   He/She leads certain functions regarding complaints or reconsideration requests and suo moto investigations, such as eligibility determinations, preliminary inquiries and investigative and monitoring aspects of a case which are delegated to him/her. Additionally, the Registrar and Case Officer is responsible for processing complaints and requests for reconsideration of funding decisions which are submitted to the Independent Redress Mechanism (IRM) throughout the case cycle. This involves, amongst others, maintaining the register of cases, and the Case Management System, coordinating the internal flow of case work within the IRM team, making procedural and substantive determinations on cases, and engaging in formal procedural and substantive communications with the parties involved. The Registrar and Case Officer also assists with the logistics and preparation of materials for capacity building initiatives of the IRM for Direct Access Entities and leads on the logistics, preparation of materials and agenda, and identification of participants for outreach initiatives for civil society. The Registrar and Case Officer works collaboratively with Procurement and Human Resources (HR), as well as the Head of the IRM and the IRM’s Team Assistant, to ensure that the IRM recruits needed staff, interns and consultants in a timely fashion and in compliance with Procurement and HR rules. The Registrar and Case Officer functions as the central focal point of the IRM, both internally and externally.  

 

Duties and responsibilities 

 

Purpose 

  • Exercises fair and impartial judgment in making procedural and substantive decisions regarding complaints or reconsideration requests, such as eligibility determinations, preliminary inquiries in suo moto investigations, and other investigative and monitoring aspects of a case which are delegated to him/her (including, for example, decisions on fact finding and evidence weighting).  

  • Processes complaints and reconsideration requests throughout the case cycle by maintaining the register of cases and Case Management System and coordinating internal workflow within the IRM team. 

 

Engagement 

  • Functions as the central focal point of the IRM both internally and externally by acting as the primary contact person for case-related communications on both procedural and substantive issues.  

  • Builds relationships with stakeholders and raises the profile of the IRM, both internally and externally, increasing the awareness of the IRM’s role among potential complainants and requesters, Direct Access Entities, civil society and the public generally. 

 

Delivery 

  • Oversees the implementation of case cycles and organises internal workflow, facilitating the timely assessment of complaints and requests in accordance with the Procedures and Guidelines and Supporting Operating Procedures of the IRM.  

  • Drafts and edits a variety of specialised documents, including case reports, IRM correspondence, procedures, publications, and other communications products.

 

Required experience and qualifications 

Education: Master’s degree in Law, Public Administration, Social Sciences or Humanities or any related fields is required; or a Bachelor’s degree plus 2 years additional relevant experience. 

 

Relevant Work Experience:  

  • Minimum of 4 years of relevant work experience is required;  

  • Experience working with, or a detailed knowledge of, social and environmental accountability and grievance redress mechanisms is an advantage;  

  • Experience working with local communities and civil society organizations is an advantage;  

  • Experience with HR and Procurement processes is desirable;  

  • Good knowledge of office technology such as MS office package is required, and experience in working with databases, particularly prior knowledge of case management software is desirable; 

  • Experience working with confidential and sensitive information is desirable;   

 

Skills:  

  • Strong analytical skills and problem-solving abilities; 

  • Strong organizational skills coupled with the ability to translate complex rules and procedures to practical actions and applications; 

  • Experience of establishing strong working relationships with clients and colleagues from different functions and cultures; 

  • Ability to deal with large volumes of work under time pressure with a high level of accuracy and attention to detail; to exercise tact and discretion in dealing with governing bodies; 

  • Ability to organize his/her work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction; 

  • Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing; 

 

Language requirements:  

  • Fluency in English is required;  

  • Knowledge of another United Nations language is an advantage;  

  • Knowledge of any other language spoken in an area where GCF projects and programmes are being implemented is desirable.
