Organizational Setting

The main objective of FAO Representation in Senegal, is to assist the government in developing policies, programs and projects aimed at ensuring food security and reducing hunger and malnutrition, to develop agriculture and livestock, fisheries and forestry, and to help manage the environmental and natural resources in a sustainable manner.

The FAO Representation in Senegal implements an integrated food security program, focusing on livelihood diversification, natural resource management and resilience building. The office has a diverse team of local experts, but also recruits technical experts available in the region and at FAO headquarters. FAO works in close partnership with the Government of Senegal, farmers and other stakeholders, supporting plans and policies that affect the country's food and nutrition security. Our work is part of the Organization's commitment to help countries achieve the Sustainable Development Goals (SDGs) by 2030, in particular SDG 2 on zero hunger.

The UK Department of Health and Social Care (DHSC), through the Fleming Fund, recently awarded funding to FAO to address antimicrobial resistance (AMR). The Fleming Fund grant for Senegal will focus on building the country's capacity in AMR and antimicrobial use (AMU), primarily in the animal health sector, the single health governance structure, and awareness to mitigate the risk of AMR threat and spread.

The position is located in the FAO Representation in Senegal.

Reporting Lines

The National Professional Officer (Programme_Antimicrobial Resistance) reports to the ECTAD Country Team Leader (CTL) in Senegal, in close collaboration with the ECTAD Senegal National Project Coordinator. The NPO will work under the overall supervision of the FAO Representative in Senegal. The NPO will also work under the direction and technical support of the Regional AMR Project Coordinator at FAO Regional Office for Africa (RAF), the Animal Health Officer at the Subregional Office for West Africa (SFW), and the ECTAD Regional programme manager for West and Central Africa.

Technical Focus

Programme development, coordination and operational assistance based on the knowledge of the local conditions, culture, language and institutions of the country of assignment.

Key Results

Effective and efficient coordination and provision of the technical and operational support of the programme and project activities on AMR and One Health of the FAO Representation.

Key Functions

  • Liaises and assists government authorities and local, national and international institutions in the areas of FAOs activities in the country and with other United Nations (UN) agencies. He/she may represent FAO at inter-agency meetings as required;

  • Promotes the image of FAO through advocacy of the Organizations mandate, programmes, national priorities and activities including development and maintenance of communication tools such as website, press releases and publications, and supports the implementation of FAOs regulatory framework (Codex Alimentarius, Code of Conduct for Responsible Fisheries, Safe Use of Pesticides, etc.) in the country;
  • Coordinates the collection, consolidation and maintenance of country data on food, crops, livestock, forestry and fisheries including information on external aid in FAOs corporate systems and monitor changes in national policies affecting the agricultural sector;
  • Participates in producing technical, economic and policy studies as required and developing country level development frameworks such as the Country Programming Framework (CPF) and the United Nations Development Assistance Frameworks (UNDAF);
  • Participates in the identification, formulation and preparation of programme and project proposals and monitors and reviews the status of programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
  • Briefs, trains and supervises lower grade level programme staff regarding all aspects of the job. Ensures adherence to procedures and work requirements and accuracy and diligence of the work provided;
  • Performs other duties as required.

Specific Functions

  • Supports general direction, management and technical guidance to ensure achievement of the project objectives and results at national level, in close collaboration with the FAO Representative, and Country Team Leader and national coordinator of ECTAD:
  • Engages and collaborates with relevant national authorities, institutions, organizations and stakeholders, including the national focal point on AMR, and the World Health Organization (WHO) and the World Organization for Animal Health (OIE) delegates for the implementation of the AMR national strategy and to promote FAO tripartite collaboration FAO/OIE/WHO in support of the implementation of the global plan of action on AMR;
  • Supports the strengthening of the national multisectoral technical working group (TWG) for AMR; in close collaboration with laboratory networks and other surveillance systems within the framework of the national One Health platform;
  • In close consultation with relevant sectors and stakeholders, initiates and implements a situation analysis of AMU in food animals, including review of available date on AMU in animal foods, including review of available data on AMU, national legislation relating to AMU and existing directives and regulations in Senegal;
  • Supports the development of evidence-based communication, awareness and advocacy materials for different audiences, both internal and external to FAO and ranging from high level policy makers to farmers;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • National of Senegal;
  • Advanced University degree in agriculture, agricultural economics, forestry, fisheries, or any other field related to the work of the Organization;
  • Two years of relevant experience in agricultural development and/or project implementation in an area of FAO's activities in the country;
  • Working knowledge (Level C) of French;
  • Working knowledge of the local language (if not English, French, Spanish, Arabic, Russian or Chinese);
  • Limited knowledge (Level B) of English.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Extent and relevance of experience in programme/project development and management;
  • Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO;
  • Extent and relevance of experience in Antimicrobial Resistance, national AMR action plan, emerging infectious diseases;
  • Extent and relevance of experience in the identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review;
  • Good knowledge of the International Health Regulations 2005, The Joint External Evaluation toll, related WHO documents and AMR Analysis software is considered a strong asset.
