ABOUT WFP

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

ORGANIZATIONAL CONTEXT

These roles are likely to be found in Headquarters (HQ) or Country Offices (COs). In HQ, job holders report to the Chief of Aviation or designate. At the CO, the job holder reports to the Chief Air Transport Officer – CATO or as designated by the Country Director.  Job holders are likely to be operating in a single location of aviation operations or support an AVSEC officer/WFP Field Security Officer in a complex operational context where the aviation security risk in meeting food assistance needs is moderate to high. The incumbent may focus on a single workstream or including tasking to support the relevant air operation (e.g. aviation screening systems, cargo, training etc...)

The AVSEC Officer will collaborate and work in partnership with international and national aviation partners, NGOs, and civil aviation authorities to enhance aviation security outcomes and solutions for the area of assignment. He/she will work closely with both aviation staff and WFP field security teams.  As such, the job holder is expected to have solid knowledge and experience in Aviation and field security settings with complementary coordination skills.

COUNTRY CONTEXTS

These positions are based in South Sudan, Somalia, the Democratic Republic of Congo, and Chad.

South Sudan

South Sudan is a landlocked country, with limited infrastructure. Security and AVSEC measures are not properly implemented. Surface transport is extremely dangerous and allows only limited access. Aviation has an important role to play in South Sudanese humanitarian operations, especially because traveling overland is difficult or impossible due to the security situation and the damaged infrastructure.

Somalia

Somalia is currently the epicenter of instability in the East and Horn of Africa regions. The conflict in the country has resulted in a high threat, volatile and high-risk environment that has made any form of land-based travel extremely dangerous, with deteriorated road transport infrastructure and no rail. In the absence of alternate land-based transport, the humanitarian community relies almost exclusively on air transport by UNHAS as the sole means of access to difficult-to-reach areas in Somalia to carry out their mandates in their respective thematic areas of interventions. Establishing and maintaining a regimen to protect UNHAS operations and sufficiently mitigate Aviation Security (AVSEC) risks to a level that allows continued UNHAS operations in the country requires an appropriately qualified and sufficiently experienced AVSEC officer.

Democratic Republic of Congo

Goma, DRC, the main operations centre of UNHAS DRC. DRC is very challenging in terms of conflict and insecurity. This is particularly true in the Eastern side of the country, where clashes and violent demonstrations make the delivery of humanitarian services more than complex. During these critical times, UNHAS flights have become more crucial to evacuate humanitarian actors for security or medical reasons, or to provide air transportation for the Ebola response team enabling their mobility.

In the current country’s context, the position of the aviation security officer is of paramount importance to mitigate aviation security risks for the safety of operations.

Chad

The common Chadian border with the Central African Republic is still a serious security concern to the government due to the CAR conflict and criminality in the villages near the border. Furthermore, the shared border with Sudan remains a focus of worry due to the permanent presence of armed factions hostile to the Chadian government.
