Consultancy Title: Programme Coordinator, Family-Friendly Policies and Parenting

BACKGROUND

The purpose of this consultancy is to help bolster coordinated support and alignment of the the Parenting (including the Caring for the Caregiver package) and Family-Friendly Policies initiatives, and to strengthen gender-transformative approaches, support to families with disabilities and those working in the informal economy.

Terms of Reference / Deliverables

  1. Technical and operational support to programme implementation of the Parenting and Family-Friendly Policies initiatives.
  • Provide technical and operational support on the application and understanding of Parenting and Family-Friendly Policies strategies, processes and best practices to support programme implementation, operations and delivery of results.
  1. Networking and partnership building
  • Build and sustain effective close working partnerships with regional and national stakeholders across relevant sectors through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results.
  • Draft communication and information materials for programme advocacy to promote awareness, establish partnerships/alliances and support resource mobilization for Parenting and Family-Friendly Policies programmes.
  • Participate in appropriate inter-agency meetings/events.
  1. Innovation, knowledge management and capacity building
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  1. Planning and monitoring of the Parenting and Family-Friendly Policies indicators
  • Support the planning and monitoring of the Parenting and Family-Friendly Policies indicators.
  • Coordinate the inputs to the Annual Work Plan for the activities relevant to Parenting and Family Friendly Policies, support programme monitoring and provide inputs to analytical result reporting.    
  • Provide other planning and monitoring support as needed.

Qualifications

  • Advanced university degree (Masters) in social sciences, early childhood development, public health, communication or related field;
  • 3 years of relevant work experience in early childhood development or related field preferred
  • Strong understanding of and experience with global partnerships, coalitions/networks and UN agencies, and on strategy development in topics related to Parenting  
  • Demonstrated experience working with multiple stakeholders;
  • Excellent networking and communication skills;
  • Strong organization and detail-oriented skills;
  • Excellent English writing and editing skills; knowledge of another UN language preferably French and/or Spanish a plus;
  • Ability to handle multiple tasks and work under tight deadlines.

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
