Project Management Support-Senior Analyst  is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. Project Management Support-Senior Analyst acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Project Management Support-Senior Analyst  is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals.

The project involves multi discipline interventions aiming at building confidence in the electricity sector within Gaza and pave the way for broader measures and investments.

Background Information - Job-specific

Under the supervision of the Project manager the Project Management Support - Senior Analyst will be engaged in the overall technical support & advice for the project & Assist the Project Manager to ensure that all outputs are high quality and consistent with the effective delivery of results according to the Project Document. The Project Management Support-Senior Analyst will report programmatically to the Project Board and Project Steering committee. The Project Management Support-Senior Analyst will work closely with the Project Manager  on any technical issues or risks, which may affect the results of the project, and will work closely with the Project Manager on a day-to-day basis to support the project’s technical decision-making

Functional Responsibilities

The Project Management Support - Senior Analyst will be responsible for the following:

  • Review available baseline information and indicators referring to the Project Document, Project Implementation Reviews, Annual Project Report and internal progress reports;

  • Contribute to the planning of the projects as well as the smooth implementation of the projects by actively engaging in supporting project services and provide technical assistance to the Project Manager and other project consultants in consultation with UNOPS Head of Programme.

  • Actively engage in the project monitoring and evaluation documents such as the Annual Work Plans for 2021 and 2022, Project Implementation Reviews , progress reports, monitoring and review reports ;

  • Provision of technical advice in implementing planned activities and monitoring the project implementation and performance, in particular the technical quality of outputs;

  • Review and provide comments on the technical reports and knowledge sharing materials;

  • Assist in the drafting and preparation of relevant Terms of Reference for international and local consultants through guidance and comments;

  • Provide up-to-date best practices and hands-on recommendations in the subject area to the project team for efficient delivery of output and resources.;


The Project Management Support-Senior Analyst work is to achieve the Project agreement results . The Project Management Support-Senior Analyst will submit at the end of the consultancy a report that include recommendations on specific follow-up activities to be implemented aiming at addressing performance and operational and financial capacities.

Education/Experience/Language requirements

Education: 

-Master degree in management, Business Administration, Project Management, Politics/energy or other relevant discipline.

Or University Degree (bachelor’s degree / first level) .

Experience:
  • Minimum of 4 years of mixed experience in the areas of consulting and Performance Improvement

  • Well acquainted with roles and functions of different stakeholders at the national, state/regional, local governments and private sector in the electricity sector;

  • Understanding of the Gaza context is an advantage;

Languages:

Fluent in Arabic & English languages

Contract duration: The duration of the assignment will be for 10 months with an Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
