**IsraAID is a non-profit, non-governmental humanitarian aid agency dedicated to supporting populations in crisis around the world. Founded in 2001, IsraAID has worked in emergency and long-term development settings in over 51 countries. IsraAID’s vision is to build a world in which individuals, communities, and institutions have the resilience to navigate today’s crises, withstand tomorrow’s, and live sustainably. Today, its operations span across several sectors of expertise from both the humanitarian aid and international development arenas, including protection, education, WASH, health, and livelihoods, working on sustainable solutions for disaster risk reduction and response. IsraAID has been working in Dominica since October 2017, after the island was severely affected by Hurricane Maria. Today IsraAID Dominica implements programs in education, child protection and livelihoods working with local communities and in collaboration with the Dominica government, international organizations and CSOs.

SUMMARY

Under the direct supervision of the Head of Programs, the Livelihood Program Manager is responsible for the coordination, implementation and supervision of IsraAID’s livelihood projects in Dominica. The Program Manager will provide technical direction to project staff and partners, in the areas of livelihoods, in accordance with the Livelihood Program strategy. The Manager will be responsible for overall project management and ensuring that project objectives are on track. The individual will serve as an advisor to the Head of Programs and Country Director to support the ongoing implementation of IsraAID’s country program strategy.

The Livelihood Program Manager will also be actively involved in designing and implementing a strong and comprehensive monitoring and evaluation strategy. He/She will develop relationships with all relevant stakeholders in the communities and support the Country Director in cultivating and sustaining relationships with the donor. He/she will represent IsraAID with the local community, community leaders and relevant stakeholders in Dominica.

RESPONSIBILITIES

  1. Program Development and Management

  2. Develop new concept notes, project proposals, and budgets, including coordination, research and project design, as directed by the Head of Programs and Country Director.

  3. Provide strategic direction and overall supervision and successful implementation of the project(s)

  4. Ensure all programs, projects and activities have clear and realistic objectives, identifiable direct/indirect beneficiaries, have a concrete, realistic and impact-oriented implementation plans

  5. Conduct community needs assessments, in depth mapping of community assets and identification of current skills, knowledge, resources and needs to inform development of sustainable projects

  6. Map out annual training plans and schedules, design, develop and implement variety of training programs in alignment with the results of the community needs assessment

  7. Market available training opportunities to local communities after identifying target populations

  8. Identify, collect and implement best practices to contribute to program experience and design.

  9. Administrative and Financial Management

  10. Ensure timely reporting for all project activities according to internal IsraAID and donor requirements, and strict compliance with internal reporting procedures.

  11. Promote efficient and effective management of organizational assets, scheduling, and logistics.

  12. Ensure strict compliance with budget implementation against programmatic targets.

  13. Provide progress and financial reports as required by IsraAID HQ, as well as accountability procedures as required by other organizations.

  14. Ensure that all financial and administrative procedures are adhered to and in accordance with IsraAID’s established policies; and maintain the financial and legal integrity of the organization.

  15. Coordination and Communication

  16. Maintain regular communication with Country Director, Head of Programs and other Senior Management Team members and field staff.

  17. Attend coordination meetings, other relevant meetings with authorities, donors, partners, CSOs, and other stakeholders as required for optimal program management.

  18. Support the creation of and cement relationships and cooperation opportunities with partners, donors, relevant government structures and community.

  19. Work to enhance stakeholder cooperation as it relates to IsraAID Dominica livelihood programs and projects.

  20. As applicable to the position, maintain a clear understanding of IsraAID and donor compliance and ethics standards and adheres to those standards

  21. Ensure that all program decisions are taken in coordination with partners, Country Director, Head of Programs, IsraAID HQ, relevant government structures and community

  22. Actively contribute to IsraAID’s reputation and role as a national, international and regional organization.

  23. Facilitate donor visits to project sites as appropriate

  24. Monitoring, Evaluation and Reporting

  25. Ensure effective monitoring and evaluation processes and procedures are followed for each project for the effective and ethical implementation of programs

  26. Coordinate and facilitate assessments and monitoring and evaluation relevant to livelihoods programing.

  27. Ensure proper risk assessment and mitigation strategy is developed for each program, project and activity and constantly monitored

  28. Evaluate activity progress and determine necessary actions to course correct

  29. Provide technical project reports that are timely and follows institutional and donor requirements

  30. Compliance and Ethics

  31. Promote and encourage a culture of compliance and ethics throughout IsraAID Dominica.

  32. As applicable to the position, maintain a clear understanding of IsraAID and donor compliance, and ethics standards and adheres to those standards.

  33. Contribute to the creation of overall credibility of the organization, notably through the applicationof the organizations code of conduct, ethics, values and standpoint with regard to internal and external actors.

  34. Conducts work with the highest level of integrity.

  35. Actively promote Prevention of Sexual Exploitation and Abuse standards within IsraAID.

ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES

  • Bachelor’s degree in Development Studies, Economy, Socio-Economic Development, Rural Development, Business Administration or other relevant field with a minimum of 3 years of relevant work experience

  • Experience in local economic development or SMEs development or employment services, microfinance or poverty reduction

  • Experience in program design, implementation, financial management, monitoring and evaluation, and report writing

  • Good understanding of MEAL in a developing context

  • Excellent organizational skills with the ability to handle multiple assignments.

  • MS Office proficiency

  • Demonstrated leadership skills and experience of managing teams

  • Excellent communication and writing skills and excellent command of English language

  • Highly reliable, able to consistently meet tight deadlines and work in stressful environment.

  • Ability to work independently, exercise sound judgment and make decisions independently following consultative processes.

  • Experience managing relationships with stakeholders including donors, partner organizations and local communities.

  • Experience in Disaster Risk Reduction or Disaster Risk Management is an added advantage.**
