Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Corporate Management and Operations (CMO) is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources management, procurements, information technology and general services to meet the needs of the Organization. Additionally, it exercises the responsibility for the ethics function in the Organization. The Directorate also provides guidance on security and safety matters and ensures the overall coordination of UNIDO’s response in this regard. The Department of Operational Support Services (CMO/OSS) is responsible for providing diverse services in support of all UNIDO activities, both at Headquarters and in the Field, comprising procurement of goods, works and services; maintenance and further development and enhancement of the ERP and IT systems; communications, inventory and records management; archives and registry; and travel, visa, transportation and shipment services. The Department is also responsible for providing buildings management services, for the benefit of all VBOs including administration of the Common Fund for Major Repairs and Replacement as well as Catering Operations. In carrying out these activities, the Department actively supports the implementation of UNIDO’s programmes and projects towards the achievement of the ISID mandate and SDG targets.

This position is located in the Information Technology Services Division (CMO/OSS/ITS) which provides secure, reliable, effective and efficient information technology (IT) services to UNIDO, supporting the achievement of strategic objectives and ISID mandate. IT services include the underlying data centre and network infrastructure, managed endpoint solutions (including but not limited to desktop computers and laptops), as well as systems for technical cooperation, administration, knowledge management, reporting and analytics, and external relations with Member States, partners and civil society. The Division is the main actor in the implementation of IT strategies, for setting and enforcing common IT standards and best practices throughout UNIDO and for managing corporate IT services. The Division will ensure from an operational and technical perspective that systems are implemented in an integrated, sustainable and secure manner following industrial best practices and frameworks, and providing value for the Organization in close cooperation with stakeholders focusing on cost-benefit considerations (trade-offs) between priorities, cost, consumption, capacity, performance, and risk in pursuit of better business outcomes and overall continuous improvement of the Organization. Furthermore, the Division coordinates a Service Desk, which is the single point of contact for IT-related requests for the UNIDO workforce. The Web Application Management Officer works under the supervision of the Business Applications & Integration Lead and the overall guidance of the Chief of CMO/OSS/ITS. The Web Application Management Officer further develops UNIDO’s public website (www.unido.org), the Open Data platform (open.unido.org) and may lead other corporate web development initiatives. The UNIDO Performance Management System reinforces collaboration within one’s team as well as among cross-functional teams. The incumbent will collaborate with colleagues within as well as outside the Department and as applicable with UNIDO colleagues worldwide, and backup team members as needed. Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

The Web Application Management Officer will act as the technical specialist supporting the analysis, design, coding and testing of Web systems improvements, upgrades and migrations. The knowledge and expertise required covers the “full-stack” of web technologies. Specifically, the incumbent will perform the following duties: - Perform and coordinate analysis, design, coding and testing of Web systems improvement; - Act as a technical liaison between ITS and key users during requirements specification, design, development and user acceptance testing; - Act as the primary technical quality assurance for any Web related developments; - Act as a technical resource to support level 2 and level 3 Web-related system issues and other related ongoing support; - Act as a technical resource during Web system upgrades, patches and migration; - Assist senior staff in drafting Web-related documentation and communication. - Support continuous improvement of our integration and deployment pipelines - Identify ways to improve design, development and testing workflows - Communicate effectively with both technical and non-technical individuals at all levels - Coordinate work of developers and other consultants, on-site, near-shore and offshore - Ensure adherence to architecture standards, risk management, security standards, standing UNIDO Policies and Strategies, and UN Principles and Strategies endorsed by UNIDO (i.e. Principles for Digital Development, Principles on Personal Data Protection and Privacy, Disability Inclusion Strategy) - Perform other related duties and assignments as required by the Team Leader, Chief of the Division or Director of the Department

Minimum Requirements

Education

Advanced university degree in one of the following areas: information technology, information systems, computer science, computer engineering, information management, or similar curriculum. Professional Certifications in the areas of Agile Development and Project Management are desirable.

Languages

Fluency in English required. Working knowledge of other official languages(s) of the United Nations, will be considered an asset.

- Advanced knowledge in designing web application architecture, developing front-end user interactions and back-end APIs. - Advanced knowledge in both Functional- and Object-Oriented Programming paradigms and software engineering Design Patterns - 5+ years of experience in PHP, familiarity with frameworks such as Laravel or Symfony is an asset - 5+ years of experience in the JavaScript language, expert knowledge in modern frameworks such as Vue.js, React or Angular - Advanced experience in HTML5/CSS3, website UI/UX design and a good eye for design - Proficiency with data modelling in both relational and NoSQL databases (e.g., PostgreSQL/MySQL, MongoDB) - Proficiency with Git-based DevOps CI/CD principles (preferably in Gitlab), and familiarity with Docker-based development and operation - Well-versed in Agile development methodology, and modern software testing methodology - Strong communication, interpersonal and mentoring skill - Experience leading projects with digital deliverables such as websites and apps - Experience working with individual consultants (offshore) and 3rd parties (partners and companies) - Excellent problem-solving skills and attention to details UNIDO eligible professional level applicants are required to have served at least one year in their current post.
