Background

Organizational Context:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality (GE) and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts.

UN Women and the National Ministry of Gender, Child and Social Welfare in South Sudan, have developed a great partnership to promote gender equality through shared dialogue, advocacy, and cooperation programs. UN Women continues to support the National Ministry of Gender, Child and Social Welfare in the Government of the Republic of South Sudan to achieve its mandate, in promoting gender equality, safeguarding the rights of women, children, persons with disabilities, and other vulnerable groups. One key task within the Ministries mandate is to ensure that all government institutions, CSOs, and the private sector are gender-sensitive and that they take into consideration the diverse needs of the population in the design, planning, implementation of annual work plans. That, the Ministry continues to ensure that diverse needs are also considered within monitoring and evaluation of policies, programs, plans, and projects.

Some of the work that the Ministry of Gender Child and Social Welfare undertakes to achieve this includes; adoption of the National Gender Policy (2013) which upholds the government’s commitment to the principles of equality and human rights as enshrined in the TCSS 2011 and as amended in the R ARCSS (2019). To uphold the key objectives outlined in the National Gender Policy, the Ministry has established gender focal persons (GFPs) in line with Ministries and Commissions, and the gender focal persons are tasked with the responsibilities of mainstreaming gender equality principles in their respective sectors. On-going training on gender, gender mainstreaming, and gender-responsive budgeting has also been conducted with the focal persons. 

Another prioritized area for the Ministry is the MGCSW strategy on GBV, which includes the developed Standard Operating Procedure for GBV support, prevention, and protection. The strategy also contains a Strategic Action Plan for Ending Child Marriage in South Sudan (2017-2030) which is being implemented with the States and the paramount chiefs. The implementation of the strategy has led to a newly established Juvenile and GBV Court in Juba, the Special Protection Units at Police Stations, and the One-Stop-Center within Juba Teaching Hospitals and within State Hospitals. Still, more work needs to be done on the development of the data management system for GBV (GBVIMS), to monitor GBV trends and GBV occurrences.

To further strengthen the Ministry of Gender, Child, and Social Welfare’s deliverance of its mandate, UN Women South Sudan would like to hire a National consultant, to provide the essential support and facilitation for the Ministry to effectively deliver on its planned activities for the year 2021/2022. The institutional strengthening support from UN Women to the National MGCSW is a proposed one-year project with the aim of strengthening the Ministry’s effort in developing a relevant policy framework including a normative framework that will be used to strengthen the implementation of the gender provisions in the signed R-ARCSS, in particular the implementation of the provision of the 35% at all levels, as well as the women peace and security agenda. UN Women is therefore looking to hire a national consultant to perform the following duties for the Ministry of Gender, Child and Social Welfare:

Duties and Responsibilities

Functions:

The Consultant will work under the direct supervision of the Undersecretary of the Ministry of Gender, Child and Social Welfare and the Director-General for Gender and Child Welfare of the Ministry. The consultant is expected to perform the following tasks and responsibilities.

  • The consultant will provide technical support to the Ministry of Gender to implement activities for promoting GEWE in the 2021/2022 work plan;
  • Support the development of the new SSNAP 2020 – 2025 and ensure dissemination to all relevant stakeholders’ countrywide;
  • Involve in monitoring progress of the planned activities in the Directorate of Gender;  
  • Enhance advocacy efforts of stakeholders in ensuring the realization of gender equality in South Sudan;
  • The consultant will also strengthen the technical capacity and the capacity of the State 
  • Ministers of Gender to be able to deliver effectively the women peace and security agenda;  
  • The consultant will attend all meetings for the Directorate of Gender and undertake any assignment delegated by the Undersecretary and the Director-General for Gender.

Required Skills and Experience

Education and certification:  

  • A Master’s degree or equivalent in security studies, social sciences, law, human rights, gender/women's studies, international development, or a related field is required.

Experience:    

  • At least 5 years of progressively responsible work experience in gender and human rights work;
  • Possess engaging with communities and women with disabilities;
  • Experience in South Sudan, with an understanding of the political and security climate, is considered an asset;
  • Experience in successful gender-mainstreaming in post-conflict countries’ reconstruction is considered an asset;
  • Familiarity with the context of South Sudan on gender issues; particularly as they relate to the National, Regional and International instruments;
  • Previous experience working with INGO or UN agencies.

Language Requirements:      

  • Fluency in English is required;
  • Knowledge of Arabic is an asset.
