Background

*Note: This position is part of the Change Management process for OHCHR Cambodia and is only open to internal affected staff members.

Under the overall guidance of Representative and direct supervisor of the Coordinator of the Administration of Justice Unit (AJU), the Programme Associate ensures effective delivery of the Country Office programme by supporting programme implementation of the activities of the Unit.

The Programme Associate works in close collaboration with the administrative and programme staff of OHCHR as required to exchange information and support programme delivery.

Duties and Responsibilities

Summary of Key Functions:

  • Provide support on the monitoring and analysis of legislation, policies and practices that impact on human rights;
  • Provide support to the capacity building, monitoring and protection work;
  • Contribute to the successful implementation of the Unit work plan and office work.

1. Provide support on the monitoring and analysis of legislation, policies and practices that impact on human rights focusing on achievement of the following results:

  • Support the Head of Unit in the review of legislation, policies and practices from a human rights perspective, help with basic research and summaries of findings as appropriate, and provide inputs on recommended changes;
  • Assist the Head of Unit to identify, develop and implement protection responses and advocacy efforts, to improve the level of respect for human rights.

2. Provide support to the capacity building, monitoring and protection work focusing on achievement of the following results:

  • Contribute to the design, preparation and delivery of capacity building of the Units;
  • Support the design, preparation and organization of programme meetings, workshops and conferences;
  • Conduct confidential interviews with victims of human rights violations, families of individuals affected by human rights violations, government counterparts, and others as appropriate and provide written input to the Office reports to the authorities in charge, in line with OHCHR methodology;
  • Follow-up on individual cases requiring assistance as necessary, as part of the Office protection work;
  • Provide protection support for cases of human rights violations cases and assist OHCHR in raising cases with the relevant actors to ensure that they were positively addressed;
  • Contribute to foster and maintain good relations with governmental and non-governmental partners;
  • Liaise with programme partners to exchange information, analyze situation and help programme implementation.

3. Contribute to the successful implementation of the Unit work plan and office work focusing on achievement of the following results:

  • When necessary, provides interpretation in meetings and oral and written translations of documents and correspondence from Khmer to English and from English to Khmer;
  • Contributes to and promotes the work of the United Nations human rights mechanisms;
  • Supports the mandate of the Special Rapporteur of Cambodia in their missions, advocacy, monitoring and reporting work;
  • Contributes to the reporting requirements of the Unit, including individual cases, notes and reports;
  • Acts as administrative and budget focal point including assisting team in raising travel requests in the UN’s centralized system, preparing logistic and other administrative work for Unit-organized events such as training/seminar;
  • Maintain programme records and files accessible and in good order;
  • Perform other tasks as required including formatting letters and other official written communication.

Impact of Results

The key results have an impact on the overall performance of the AJU’s work plan and success in implementation of programme strategies.  Accurate research, analysis, data entry and presentation of information ensure proper programme implementation.

Required Skills and Experience

Education:

  • Secondary Education, preferably with specialized certification in law, political or social sciences. University Degree in Law, Political Sciences and Social Sciences or related field would be desirable, but it is not a requirement.

Experience:

  • 6 years of progressively responsible experience in the area of human rights or law at the national or international level is required;
  • Experience working in cooperation with government, development partners and civil society organizations;
  • Experience in human rights monitoring is an asset;
  • Experience writing briefing notes and reports in both English and Khmer is an asset.  

Other requirements:

  • Strong computer skills using MS Office applications, including knowledge and practice of Khmer Unicode;
  • Readiness to undertake travel throughout the country;
  • Respect of confidentiality, discretion and integrity.

Language Requirements:

  • Fluency in written and spoken English and Khmer.
