Background Information – Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

The Project entails procurement of training equipment and supporting resources for the Military Women’s Training Centre (MWTC), JAF Language Institute (JAFLI), and the JAF Senior Non-Commissioned Officer (NCO) Academy. These JAF beneficiaries are critical to the implementation of JAF transformation and modernisation initiatives directed by the Chairman of Defence. These are areas where the JAF requires much development and contributes directly to the operational outcome of JAF readiness.

The Project aims at supporting the JAF to strengthen their capacities in achieving the mandate to enhance the security and stability in Jordan. The procurement of training equipment and resources will help establish these organizations and improve their abilities to train their own soldiers.

The Jordanian Armed Forces Training Material Support project activities include delivering the below Military equipment as per the below list. This Project aims at supporting the JAF to strengthen their capacities in achieving the mandate to enhance the security and stability in Jordan

Functional Responsibilities

The Jordanian Armed Forces Training Material Support project includes the procurement , delivery, reviewing the technical specifications and evaluation, In-Country Installation & System Integration, In-Country Training and assessment evaluation .

UNOPS intends to carry out an assessment and evaluation of the delivered activities for the above mentioned project.

The Project Management Support- Senior Analyst/Retainer is responsible for leading a rapid evaluation of the delivered project activities. The evaluation scope should focus on the below themes:

  1. Provide an overview of the condition of the delivered items;
  2. Provide an overview of frequency in which the delivered items are being utilized;
  3. Advise on sustainability of the delivered items over the near, medium and long-term period (both in reference to its current use and the quality of the equipment);
  4. Identify the impact of the delivered items on JAF operational and the integration of the equipment within the JAF;
  5. Assessment of the use of the delivered items considering gender, cultural and social aspects;
  6. Carry out data collection and analysis in order to:

●      Provide an overview of the outputs” Delivered equipments”;

●      Provide an overview of the impact of the delivered items on the project immediate outcome;

●      Provide an overview of the impact of the delivered items on the project intermediate outcome.

  1. Prepare an evaluation report that describes the evaluation and puts forward the evaluator’s findings, recommendations and lessons learnt.         

●      Submit the preliminary evaluation within two weeks after signing the contract

●      Submit the Final  evaluation report within four weeks after signing the contract

This assessment will be complemented by an in-depth qualitative research incorporation with the support of JAF focal points through individual interviews and/or focal group discussions.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

 Education 

  • Masters’ degree in Reporting, Auditing , Business Administration and/or Project/ Programme Management, Humanitarian Assistance, Development Policy/ Planning, Social Sciences or a relevant field with demonstrated progressive and relevant Military projects management and Military technical evaluation experience.                
  • Bachelor's degree with additional 2 years of relevant experience may be accepted in lieu of the advanced university degree. 
 

Work Experience

  • At least 4 years of projects evaluation experience, and participation in complex evaluation of Military/ humanitarian/development related projects/ programmes.
  • Experience in Military project management and result based management and reporting is required.
  • Experience of working in an international NGO, UN agency or other international technical cooperation agency is highly desired
  • Experience in producing evidence-based Military projects management and Military technical evaluation experience is required.           
  • Demonstrated experience in application of innovative technologies in project evaluation and tracking is highly desirable.
Language:
Fluency in Arabic and English languages is required.
