SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

Quality Assurance Snr Officer, will be supervising health cluster supervisors and will be responsible for BPHS and EPHS and report to the project Director  to engage in a leadership role to implement Harmonized Quality Improvement Program (HQIP) initiatives in the network of Wardak Sehatmandi Project through ensuring both the efficient utilization of resources/processes and a safe environment for both the patient and staff. S/He must have a broad understanding of quality improvement, concept, implementation, standard tools, project management, team management and risk management processes. S/He have a demonstrated track record in implementing process improvement and change management initiatives, ideally in a health care service provision. QA Snr Officer must have strong analytical, data analyzing and critical thinking, and strong problem-solving skills, with a proven ability to use evidence/data in support of process /redesign.

Qualifications & Requirements:

Must be graduated from recognized university of Medical as (MD) or equivalent certified by relevant higher education authority in Afghanistan or other countries.

At least 4-5 years of working experience of managerial/Snr officer level positions in BPHS, particularly managed and supervise health cluster supervisors. 

 Working experience in the field of HQIP or quality assurance of health projects in general, Hospital standard or quality improvement would an advantage,   

Good team player and be able to work under pressure conditions/circumstances.

Experience in team leading and management.

Good communication skills

Can write and speak local languages (Pashto, Dari) and English.

Main Responsibilities:

Supervision of the health cluster supervisors, implementation and overseeing of HQPI in the HFs, monitoring of the data quality at HFs and community level, coordination at the field as well project level, representation in meetings and workshops internally and externally with other stockholders, capacity building through coaching and trainings, responsible for hospital standers and initiatives.

Lead HQIP process and monitor quality indicators and other quality initiative/ action plan, and report progress with collaboration of clinical and management staff

Provide expert level QA knowledge, and lead capacity building in quality assurance methodology with the project, to build a culture of sustainable improvement.

Lead the team of health cluster supervisors through technical support and providing technical feedback.

Facilitate and support daily task of health cluster supervisors in the field.

Monitor health cluster supervisor’s performance and provide constructive feedback.

Lead and support implementation of hospital standard and initiatives,

Monitor quality improvement activities identify and evaluate, rout causes, for performance, shortfall and gaps and recommends innovative strategies for improvement.

Continues advances operationally effectiveness, through the coaching, and training of staff in the use of continues, improvement tools and methodologies,

Facilitate training, mentoring, coaching, and on the job training session in HFs and project office level.

Profile and represent QA success/progress vis periodic reporting system, attending, meeting and presentation in provincial and national level.

Support partners at the local, regional, and central level and work on project to improve quality beyond the hospital/HFs.

In collaboration with stakeholders, collect and use data to measure quality of healthcare/services offered to patients/clients and term of clients/staff satisfaction.

Build cooperative and professional relationship with health stakeholders, HFs staff and office colleagues,
