Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security. The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

 

Main Purpose

 

Reporting to the Crisis Communication Advisor, the Outreach Officer provides inputs and develops promotional material for the development and implementation of outreach programmes with the objective of\: increasing and sustaining Member States', emergency preparedness and response practitioners’, and in-house awareness of the IAEA's Incident and Emergency System (IES) and the role of the IEC in international arrangements; as well as promoting the importance of capacity building by Member States as regards preparedness for emergency response to nuclear and radiological safety and security related incidents and emergencies. The Outreach Officer also provides inputs, develops scenarios for exercises and training materials, conducts exercises and provides in-person, virtual and e-learning training in communicating with the public in preparedness and response to nuclear and radiological safety and security related incidents and emergencies.

 

Role

 

The Outreach Officer is\: (1) an analyst, providing background information and implementing and coordinating outreach activities to promote the IEC's role in the area of preparedness for and response to nuclear and radiological safety and security related incidents and emergencies; (2) an editor, developing, reviewing and publishing promotional material on the IEC's main functions and on detailed projects and initiatives; (3) a liaison collecting and analysing relevant information from Member States and the IEC to develop and implement outreach programmes; (4) a scientific secretary, planning and leading consultancy meetings; (5) a technical specialist in the area of developing guidance, training materials, and exercises in communicating with the public in preparedness and response to nuclear and radiological safety and security related incidents and emergencies, such as e-learning, webinars, training materials and workbooks, exercise scenarios developing the relevant operational manuals and tools.

Provide inputs for the development and implementation of the IEC's outreach programme and activities.

Produce communication and informational materials (informational brochures, MS PowerPoint presentations, flyers, IEC Newsletters, etc.).

Provide inputs and develop online, social media, and print materials on public information and communication of nuclear or radiological safety and security related incidents and emergencies.

Plan and lead relevant consultancy meetings in the area of public information and communication in nuclear and radiological safety and security related incidents and emergencies, which includes preparing the scope, selecting participants and coordinating the preparation of reports, documents and operational guidance.

Support the IEC's tasks in developing safety standards, guidance and tools for the actions of the Public Information Officer/team in a nuclear or radiological safety and security related incident and emergency.

Support, maintain and expand the emergency public website.

Support the development of digital tools for emergency public communication training, including via social media and press outreach.

Support the Crisis Communication Adviser in internal preparedness and emergency response.

Organize informational seminars and webinars.

Maintain and develop the IEC website and social media channels in coordination with other IEC staff.

Implement capacity building activities for public information and communication in nuclear and radiological safety and security related incidents and emergencies.

Provide support and relevant expertise for the IES and participate in associated training and exercises.

Qualifications, Experience and Language skills

 

Bachelor's Degree - University degree in communication, international relations or other related field.

Minimum of five years of working experience in, including hands-on development, drafting and editing public information and communication materials.

Experience in using analytics to optimize social media outreach and increasing relevant followership; producing webinars; programming e-learning tools; testing and assessing training effectiveness; and designing and conducting exercises is a strong asset.

Experience in outreach activities at the international level is a strong asset.

Experience in planning and implementing moderately complex projects.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 32613, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
