1. General Background

Turkey continues to host the largest refugee population in the world, providing protection to nearly four million refugees and asylum-seekers. The majority of the refugees and asylum seekers live in urban areas or are integrated in Turkey¿s rural communities, less than 2% live in the Temporary Accommodation Centres in the Southeast.

The Government of Turkey leads the protection of and assistance response for refugees in Turkey. The Regional Refugee and Resilience Plan (3RP) provides an overall strategy for partners to support the Government of Turkey in developing and implementing its national refugee response strategy, as well as coordinate the response of various humanitarian actors. The UN in Turkey is also supporting the Government of Turkey in meeting the Sustainable Development Goals and the implementation of its 11th National Development Plan through the United Nations Sustainable Development Cooperation Framework (UNSDCF). Within this development framework, due attention is being provided to the refugee response and migration management.    

The UN Country Team (UNCT), responsible for the implementation of the UNSDCF, operates under the overall coordination of the Resident Coordinator (RC). Through UNHCR, as the lead agency for the refugee response in Turkey, the UN country team closely follows the evolution of the Syria situation. Acknowledging the generous support of the Government of Turkey and the Turkey society, the UN stands ready to provide further support as the refugee situation persists.

The Inter-Agency Coordination Assistant will work in the Office of the Resident Coordinator and will provide assistance to UNHCR, the Resident Coordinator and the  Syria Response Group, within the framework of the 3RP in activities related to the 3RP and the inclusion of refugees in the work under the UNSDCF.


2. Purpose and Scope of Assignment

Responsibilities
¿ Advising and assisting the RC Office on activities related to the 3RP in Turkey, including coordination, communications, information management, administration, and liaising as needed with UNHCR as the lead agency for the Refugee Pillar of the 3RP.
¿ Assisting the RC Office and UNHCR with the oversight of communication flow between the UN agencies, government units and officials, NGOs and the diplomatic missions on the UN¿s refugee response.
¿ Drafting written outputs such as correspondence, minutes and notes to the related UN agencies and other partners under the 3RP.
¿ Providing coordination assistance to RC Office and to UNHCR, and where needed, on planning and execution of visiting foreign missions and field missions relating to the Syria refugee response.
¿ Attending and contributing to planning mechanisms of the RC Office pertaining to the Syria refugee response.
¿ Providing assistance to operational and administrative aspects of the UN system and the RC Office with regard to the Syria refugee response.
¿ Supporting the RC Office and UNHCR in coordination of /and liaising with other humanitarian organizations, development actors, donors and similar establishments with regard to the Syria refugee response


3. Monitoring and Progress Controls

Under the guidance and direct supervision of the Head of Office of the Resident Coordinator¿s Office and the Senior Inter-Agency Coordinator of UNHCR, the Inter-Agency Coordination Assistant will work in the Office of the Resident Coordinator and will provide assistance to the Resident Coordinator, UNHCR and the  Syria Response Group, within the framework of the 3RP.


4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

¿ Bachelor¿s degree in management, international relations, economics, development, social development or law.

b. Work Experience

¿ Minimum 2 years of previous relevant professional experience, in particular in provision of operational and administrative support (Advanced University degree and/or Master¿s degree may be considered towards work experience)
¿ Experience in coordination work will be an asset.


c. Key Competencies

¿ Excellent knowledge of Turkish and fluency in English.
¿ Good knowledge of UN administrative rules and regulations;
¿ Strong computing and IT skills: excellent command of office software, such as MS Office applications;
¿ Ability to extract, interpret, analyse data and resolve operational problems;
¿ Ability to perform work of confidential nature and handle a large volume of work;
¿ Ability to identify priority activities and assignments; to adjust priorities as required;
¿ Good team-working skills;
¿ Cultural, gender, religion, race, nationality sensitivity and adaptability;
¿ Consistently approaches work with energy and a positive, constructive attitude;
¿ Knowledge of the 3RP process and its relation to the RCO led processes around the UNSDCF are an asset


Desirable Qualifications & Competencies

¿ Knowledge of other UN languages is an asset
¿ Familiarity with UN Coordination efforts is strongly required; Please note that this position is offered under UNOPS LICA contract.

REMUNERATION
A competitive compensation and benefits package is offered. Local UNOPS  monthly fees are between TRY 8,625 and TRY 10,836 depending on relevant experience, dependency status and language proficiency.
