Intersectional Deputy Supply Chain Coordinator in Beirut, Lebanon (m/f/x)

CONTEXT

The influx of Syrian refugees has further strained the country’s economy and infrastructure, and this is particularly felt in the health sector. Despite the efforts of the Lebanese Ministry of Public Health in supporting primary and secondary healthcare for refugees, the cost of consultations, laboratory tests, and medication remains a barrier for a significant number of refugees.

This reality has prompted us to providing medical assistance to Syrian refugees and vulnerable communities in Lebanon. Currently there are over 1 Million Refugees in Lebanon. We work in the north of Lebanon, the Bekaa valley and in the outskirts of Beirut, offering free, high quality primary healthcare.

Our teams provide treatment for acute and chronic diseases, reproductive services, mental health support and health promotion activities. Teams also run mother and child health centres across the country.

Currently there are three OCs working in Lebanon and the Supply ONE Team is serving them all. The Intersectional Deputy Supply Chain Coordinator is part of the Supply ONE Office in Beirut, Lebanon.

MAIN OBJECTIVES

Supporting the Intersectional Supply Chain Coordinator (Supplyco) through delegated tasks and responsibilities, replacing him/her in his/her absence in coordinating the supply chain activities in the mission and participating and collaborating in the implementation of strategies and support to the field in accordance with MSF protocols, standards and procedures in order to enable the development of the mission and optimize the impact of the medical projects.

The main objective is to further support shifting from local to international procurement, while still maintaining a solid foot on the local market by implementing an intersectional procurement strategy for goods and services.

SPECIFIC OBJECTIVES OF THE POST

  • Re-adapt the Intersectional Procurement Strategy in Lebanon
  • Arrange local tenders and host the Intersectional Sourcing Committees
  • Support the SupplyCo in Service files (i.e. insurances, rents, etc.)
  • Coordinate the Importation procedure and supervise collaboration with the Supply Centers (MSF Supply and MSF Logistique)
  • Support team development & coaching throughout the missions

RESPONSABILITIES

· Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Intersectional Supply Chain Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention

· Defining, monitoring, evaluating, reporting and ensuring the implementation of the strategies and overall supply activities in the mission, making adjustments where needed, according to MSF standards, protocols and procedures. This includes guaranteeing of the following:

o An efficient supply administration and provision of adapted tools to support the different supply activities

o Standardization of warehouse management focusing on medical stocks and the interactions with the distribution points.

o Stability of supply activities within regular and emergency intervention of the concerned projects and manages field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders

o Validation of the use of the supply related third parties (suppliers, transport companies, freight forwarders,) proposed by the procurement officers, together with the technical referents when needed

· In collaboration with the Intersectional Supply Coordinator and Supply focal points of the OCs define the intersectional procurement strategy with the categories to be handled at intersectional level and its implementation roadmap, aligning with the concerned internal stakeholders.

· Maintain constant fluid communication with our main “client”: the medical department. Make sure they timely receive all the necessary information to efficiently take decisions over their stocks (managed by the supply team). Make sure the offered service levels fulfill their expectations.

· Planning, supervising and implementing, in close coordination with the HR Coordinator, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required

· Ensuring technical support to his/her team as well as to all other teams in the mission

· Representing MSF in meetings with Authorities and other NGOs at the request of the Intersectional Supply Chain Coordinator

· Performing tasks delegated by the Intersectional Supply Chain Coordinator, as specified in his/her job description

REQUIREMENTS

Education

· University level education in Supply Chain Management, Business Administration, Pharmaceutical studies, Engineering or similar

Experiences

· Minimum 5 years of working experience in Supply or a close related field

· Experience as Manager leading Supply Teams

· Experience in procurement (including data analysis), sourcing, negotiation and contracting

· MSF experience is desired

· Unifield proficiency (ERP’s – SAP, ORACLE, NetSuite …) is desired

CONDITIONS

· Starting date: Begin July 2021

· Length of the contract minimum 24 months fixed-term contract (extendable), based in Beirut, with regular travels to the project sides

· Salary according to MSF-OCB salary scale
