OVERVIEW OF THE FUNCTIONS OF THE POST

In the face of the COVID-19 pandemic, billions of people around the world have been turning to culture as a source of resilience and connection. At the same time, COVID-19 has hit culture hard. At the height of the crisis, 90% of World Heritage sites were totally or partially closed, impacting communities who rely on these places for their livelihoods, social and cultural life. According to the 2021 UNESCO report “Museums Around the World in the Face of COVID-19”, in 2020, museums were closed for an average of 155 days, and since the beginning of the 2021, many of them have again had to shut their doors, resulting, on average, in a 40-60% decline in revenue compared to 2019 with relevant differences between regions. Many artists and creators, especially those working in the informal economy, are now unable to make ends meet, let alone create new works of art. COVID-19 has also brought many intangible cultural heritage practices to a halt, with important consequences for the social and cultural life of communities around the world.

 

The current context has also emphasized the need to strengthen the contribution of culture to transversal UNESCO initiatives linked notably to Climate Change, the International Decade of Indigenous Peoples, Culture and Education, while at the same time reinforcing strategic initiatives in the framework of the implementation of the UNESCO Culture Conventions.

 

Under the overall authority of the Assistant Director-General for Culture, the incumbent will contribute to the development of strategic initiatives in the field of culture and sustainable development in order to position culture on the international agenda, in the framework of the 2030 Agenda for Sustainable Development, particularly in view of integrating culture in the recovery plans elaborated at international, national and local levels in the contexts of the COVID-19 crisis.

 

In this context, the incumbent shall:

Long Description
  • Identify, propose, design, develop and participate in collaborative projects and initiatives, in line with the strategic priorities of UNESCO in the field of culture. Participate in policy formulation discussions; provide programme and project support; ensure technical backstopping for projects and events; define and revise project requirements and specifications; draft and ensure the appropriate reporting.

 

  • Contribute to create and reinforce partnerships and alliances with international partners, networks and key players. Provide technical advice and support to interagency actions led by the Culture Sector. Cooperate with other UNESCO’ Sectors, Institutes, partners and stakeholders.

 

  • Contribute to the global advocacy of UNESCO to integrate Culture in the international and national recovery plans by elaborating analytical reports on the key sectors of activities in the field of culture; Strategic partners at national, regional and global level; Strategic needs to involve key partners of UNESCO in the field of Culture to improve synergies; Proposals for actions and strategic interventions for decision-makers and other relevant stakeholders, at national, regional and global level.

 

  • Provide substantive inputs on, and contribute to the development of innovative and flagship initiatives of the Culture Sector, including on the role of culture in the international climate action; the fight against the illicit trafficking of cultural property; the International Decade of Indigenous Peoples; the preparation of the 50th anniversary of the 1972 Convention concerning the Protection of the World Cultural and Natural Heritage and other international conferences and events in the framework of the Programme and Budget of the Organization.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Master’s or equivalent) in the field of Culture, Humanities, Social science, International Relations, Public Administration and Management, International Law or related field.

 

Work Experience

  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of culture, policy development/advocacy, international relations, or related field, of which preferably two (2) years acquired at international level.
     
  • Experience in developing strategic initiatives and projects.

Education

  • Advanced University degree (PhD) related to the field of Culture, Humanities and/or International Law.

 

Work Experience

  • Professional experience in the United Nations System or other international development organization(s).

 

  • Experience in outreach activities and partnerships/network building.

  • Good knowledge of the UNESCO Culture Programme and its Conventions.

 

  • Knowledge of the 2030 Agenda for Sustainable Development.

Languages

  • Strong drafting and oral skills in order to communicate effectively about strategic initiatives and programmes, introduce present knowledge generated throughout programme implementation, and package such information and knowledge into various communication tools.

 

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
