The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.


To actively support the country work and Biennial Collaborative Agreement (BCA) through the implementation of the core and project related activities -including preparatory processes and gathering background information from the country, supporting missions and other means to deliver results, follow-up on agreements, changes and developments and actively participate in WHO related country level activities.

1. Support the implementation of WHO activities with a special focus on using the EPW and approaches. This includes providing support to the Ministry of Health and other sectors in activities which include developing, implementing and evaluating national policies and strategies that help to improve health system performance, inter-sectorial action for health and wellbeing with the involvement of stakeholders and actors at national, sub-national and sub-regional level.

2. Provide technical assistance at country level on priority issues such as: strengthening Health Systems, public health functions, implementation of strategies and interventions to address the health burden caused by the environmental factors and non-communicable diseases across the life-course.

3. Provide support in the application of tools and guidelines for the improvement of health information and collation of information, data analysis, and preparation of regular and timely briefings, reports, or situation analysis. Support for the implementation of the activities of the Evidence-informed Policy Network (EVIPNet) at the national level.

4. Assist the Head of WHO Country Office in all managerial, administrative and liaison activities with the Regional Office and support the effective implementation of all WHO activities in the country as elaborated in the BCA, CCS or other WHO action plans.

5. Assist and contribute to promoting partnerships in the country with relevant health stakeholders, and contribute to certifying the correct high technical quality, policy relevant and timely implementation of all tasks and activities carried out under the donor financed initiatives or in agreed partnerships at country level.

6. Provide support and technical assistance for implementation of “Improving blood pressure control in Turkey Project”, “Elimination of industrially produced trans fats Project”, “Monitoring sodium intake (24 hours urine study) Project” and “Telemedicine for increased access and coverage of services component of Promoting innovative service provision models to support the health system response to Covid-19 Project” and carrying all kind of activities related to above mentioned Projects at central and provincial level including evaluating and reporting the project process.

7. Link with institutions, associations and non-governmental agencies and scientific bodies, for exchange of information, coordination of activities and implementation of sector wide approaches.8. Assist in preparations of missions to the country and support consultants in country or on missions to neighbouring Member States.



Essential: University degree (Bachelor's level) in medicine, public health, social and political sciences or economics.
Desirable: University degree (Master's level) or postgraduate training in any of the above. Project management certification.


Essential: Minimum three years of national professional experience in project management in the fields of public health, health systems and/or international development.
Desirable: Experience of work with(in) international organizations to deliver sound policy advice and support to a Member State.


Analytical skills and demonstrated knowledge on how to perform health system analysis.Proficiency in standard computer applications e.g. electronic communication, database searches and management, word processing, spreadsheets, presentations and planning software.Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

Remuneration comprises an annual base salary starting at TRY 210,563 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
