The mission of WHO's Emergency Preparedness & Response (EPR) Cluster is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Within EPR, the Emergency Operations Support and Logistics Manager is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring that there is in place a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority.


Under the direct supervision of the Regional Emergency Director in AFRO, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:1. Lead the development and implementation of EPR's operations and logistics procedures, based on existing emergency SOPs. Maintain a close eye on performance to optimize efficiency, anticipating probable issues, supporting resolution and drafting required correspondences to stakeholders. Ensure that relevant staff are aware of. and adhere to. appropriate standards of logistics procedures and policies, including that all emergency logistics staff receive adequate briefing and training.2. Adviseinternal and external stakeholders on logistics and operations components of specific projects, taking into consideration cross-cutting issues, such as gender, diversity, conflict sensitivity, sustainability, and environment. For example, advise on country-specific operational needs around emerging threats and input on operational requirements for project proposals/evaluations to ensure adequate logistics service provision.3. Lead architectural design of field camps, treatment centers and laboratory level 3 plans in a context of crisis.4. Plan and monitor all matters related to the procurement of commodities. Manage and update procurement processes. Select, negotiate with and serve as the constant liaison with vendors. Collaborate with emergency projects personnel to prepare their field procurement plans. 5. Ensure maintenance of emergency supplies, material, vehicles, trailers or other specialized equipment. Maintain emergency stock warehouses in the Region in line with the response requirements, monitor storage/distribution and ensure re-allocation as needed. Maintain effective allocation system and safe use of vehicles. 6. Ensure provision of efficient and timely support services in all field operations in relation to supply chain management. Promote a client-focused, quality and results- oriented approach and provides orientation to procurement personnel.7. Provide requested research/data on market supply by conducting routine market research to determine sources of supplies, using the United Nations Global Marketplace Platform and other external sources as well as set-up/enhance and maintain the local supplier database, ensuring regular update of data.8. Ensure completeness of documentation for preparation/processing of Purchase Orders, Contracts, LTAs or their Amendments.9. Publish peer-reviewed scientific papers andop-eds focused on SCM, stockpiling, field logistics and health logistics.10. Conduct advocacy at the Ministerial level for stockpiling policy and need for developing logistics in health.11. May act as Regional Emergency Director in absence of the incumbent.12. Perform other duties as assigned



Essential: Master's or equivalent graduate degree in logistics or in a related field from a recognized institution.
Desirable: --> Possession of an associate's degree in emergency management, homeland security, fire and life safety, or related field such as risk management or continuity planning.--> Specialized training in emergency/humanitarian response. --> Training in leadership or management.


Essential: 15 years of operational experiences at national and international levels in emergency management, transportation, supply chain, warehousing or similar field.
Desirable: --> Experience in civilian or military logistics. Considerable experience in emergency management in a private, local, state or emergency management agency similar public safety related organization.--> Experience coordinating logistics during major operations such as peacekeeping, military maneuvers, large food distribution, etc. --> Experience doing supply chain management for large distribution (physical or online), online distribution companies and army, etc. --> Relevant work experiences in UN agencies or multinational companies. Candidates may also be considered should they have any combination of education and experience substantially equivalent to the above.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5564 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
