Under the general guidance of the Chief of Social Policy and the Head of Fiscal Transparency and Citizen Engagement Unit at Ministry of Finance. Overall, the Consultant will contribute to: • Ensuring public budget processed are more transparent with enhanced outreach to citizens, especially children, youth and women; • Managing the design and implementation of activities to ensure youth engagement in the budget process, SDG budgeting and promote financial literacy; • Supporting the ministry’s vision and strategic direction for citizen and youth engagement and linkages with transparency work.

Objective:

Under the general guidance of the Chief of Social Policy and the Head of Fiscal Transparency and Citizen Engagement Unit at Ministry of Finance.  Overall, the Consultant will contribute to:

  • Ensuring public budget processed are more transparent with enhanced outreach to citizens, especially children, youth and women;
  • Managing the design and implementation of activities to ensure youth engagement in the budget process, SDG budgeting and promote financial literacy;
  • Supporting the ministry’s vision and strategic direction for citizen and youth engagement and linkages with transparency work.

Methodology:

The consultant is expected to work on the following:

  • Assist Head of Fiscal Transparency and Citizen Engagement Unit in all standard as well as ad hoc duties and aspects of work related to coordination and supervision of administrative, technical and communication activities necessary for successful program planning and implementation. This includes organizing and coordinating activities between parties involved in the program, cooperating closely with all relevant officials in designing and implementing program activities according to program documents in the best way to accomplish maximum benefit and positive impact, ensuring accurate and timely reporting and facilitating program auditing.
  • Support the head of unit in planning, implementing, evaluating and applying improvement requirements in all program activities carried out by program team, partner agencies, outsourced taskforce consultants and firms working under multiple program sectors.
  • Make sure necessary capacity building is provided to employees and government staff and that required hiring of additional individual or firm team members is handled where necessary.
  • Work in close coordination with all units in MoF, UNICEF, Contractors, Development Partners, Private Sector, Civil Society Organizations, and beneficiaries related to the programme.

PAYMENT

Provide plan and direction to the implementation of youth engagement activities, under in the overall programming of the fiscal transparency and citizen engagement unit of MoF, including but not limited to, online and offline youth dialogues, public budget game and financial education.

Monthly payments based on monthly deliverables and reports validated by UNICEF and MoF.

Ensure institutionalization of youth engagement and dialogue platforms within the Ministry’s communication channels both offline and virtually and through the UNICEF partnership with MoF and IBP (GIFT Network).

Facilitate the sharing of best practices, lessons learnt and experiences on youth engagement and dialogue and SDG costing for youth to inform the initiation of similar programmes in Egypt, through South-South Cooperation.

62 days

Coordination with other government entities on project planning, programming and implementation, including, EBI, MoYS, MoETE, MoSS, among others.

73 days

Promote and initiate private sector partnerships to support the unit’s programmes for children and youth on budget transparency and engagement.

36 days

Liaise and form partnerships with existing networks, programmes and structures on a national and global level, to facilitate lessons learning and sharing of experiences towards enhanced youth engagement and financial literacy.

To qualify as an advocate for every child you will have…

-Master’s degree in Communications, Economics, social science studies, development studies or other relevant disciplines, with proven work experience in communication and public engagement.

-At least 5 years’ work experience in children or youth or adolescents programmes 

-Experience in leading and managing work teams and demonstrated ability of communicating technical issues effectively and persuasively, interpreting complicated data in simplified and user-friendly presentations;

-Previous work experience with a government entity and/or UN or International Organization is a plus

-Previous experience in civic engagement and youth engagement in the public budget process is an asset;

-Awareness and/or previous work experience in dealing with public budget processes and statements is an asset.

-Fluency in Arabic and English is required.

Conditions of work

The consultant will be seconded at MoF for 3 days and 2 days working at UNICEF Egypt office (TBC).

The consultant will be seconded to the MoF, where the incumbent will carry out the above-mentioned tasks in direct collaboration with the Citizen Engagement and Transparency Unit.

The consultant is expected to work an average of 19 days per month (or differently based on the need and agreements with UNICEF and MoF).  The consultant will be paid monthly upon submission of a monthly report and relevant deliverables.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
