Purpose of consultancy

The purpose of the consultancy is to assist the No Tobacco Unit (TFI) of the Health Promotion Department at WHO HQ with tobacco product regulation related work.

Background

The No Tobacco Unit (TFI) of the Health Promotion Department provides support to WHO Member States to reduce the overall burden of tobacco use. This is achieved within the context of the Thirteenth General Programme of Work 2019−2023.

Tobacco use accounts for more than 8 million deaths a year. Efforts through various initiatives, such as the WHO Framework Convention on Tobacco Control (WHO FCTC) and the WHO MPOWER, have contributed to combating the tobacco epidemic. However, there is a need to further accelerate the implementation of the WHO FCTC to meet the global voluntary targets to reduce the prevalence of tobacco use by 2025/SDG 3A Goals. The proposed work will focus on novel and emerging nicotine and tobacco products, such as electronic nicotine delivery systems (ENDS), electronic non-nicotine delivery systems (ENNDS), heated tobacco products (HTPs) and other newer products in the context of wider tobacco control. These products present unique challenges to regulators in various parts of the world. To address these challenges, the consultancy will assist in robustly evaluating the evidence available on these products, conduct research, generate data and review regulatory practices in various jurisdictions, and provide regulatory guidance to priority countries in Africa and South East Asia. The Consultancy is expected to support the No Tobacco Unit (TFI) by undertaking the following activities: -

1. Assist in coordinating ENDS/ENNDS work related to target countries in Africa and South East Asia, as part of a project
2. Provide technical and scientific input in realising the objectives of the project on ENDS
3. Liaise with other consultants managing ENDS related work in other WHO regions
4. Support WHO in organising training and facilitating country engagement
5. Ensure prompt and targeted support to meet country needs, as well as prompt reporting on project deliverables
6. Coordinate timely dissemination of project reports and materials

Deliverables

Under the overall guidance of the Unit Head, TFI and direct supervision of the Scientist, the consultant will:

A. Assist in coordinating ENDS/ENNDS work related to target countries in Africa and South East Asia, as part of a project. The expected activities include:

  • Prepare technical reports, as required to address specific requests to support the technical team on ENDS related work in target countries in Africa and South East Asia
  • Support the development of situation analysis reports for 12 countries (8 in Africa and 4 in SEA)
  • Support the development of policy deep dives on ENDS and ENNDS
  • Support overall delivery of all ENDS project related outcomes

B. Provide technical and scientific input in realizing the objectives of the grant on ENDS. The expected activities include:

  • Assist in coordinating systematic reviews on pressing issues related to ENDS and ENNDS science and regulation
  • Assist the technical team in identifying experts for expert meetings on ENDS/ENNDS
  • Provide support in organizing multidisciplinary expert meetings on ENDS and ENNDS
  • Keep abreast of literature on ENDS and ENNDS and conduct desk-based research, as necessary, to support the team
  • Support the technical team in running workshops in Africa and South East Asia to build capacity to control ENDS and ENNDS

C. Liaise with other consultants managing ENDS related work in other WHO regions. The expected activities include:

  • Periodically liaise with the regional office for African, South East Asia and the Western Pacific to track progress on ENDS related work
  • Facilitate engagement with Partners in Africa and South East Asia for ENDS related work
  • Share the latest evidence on ENDS research and lessons learnt from other countries
  • Assist the technical team in conducting policy scans on ENDS/ENNDS and assist in extracting meaningful data to build intelligence on ENDS regulation

D. Support WHO in organizing training and facilitating country engagement. The expected activities include:

  • Assist in engaging with the regional offices in Africa and South East Asia to ensure participation in and contribution to meetings in focus countries
  • Facilitate the prioritization of countries for engagement to advance tobacco product regulation and aid implementation of good practice
  • Assist in organizing and conducting training in countries
  • Support the development of guidance and resource materials on ENDS to facilitate country engagement

E. Ensure prompt and targeted support to meet country needs, as well as prompt reporting on project deliverables. The expected activities include:

  • Monitor project deliverables, including project outcomes and draft weekly, monthly and bimonthly reports, ensuring timely submission to the technical teams
  • Record requests made by countries during meetings organized by the technical team, identify follow up actions on and report to the technical team to ensure prompt and targeted support to meet country needs
  • Draft tobacco product regulation resources and briefs to support provision of technical assistance to countries on ENDS and newer products, based on country needs
  • Draft reports and briefs on project activities and ensure timely submission to the technical teams to facilitate prompt reporting on project activities

F. Coordinate timely dissemination of project reports and materials. The expected activities include:

  • Support the development of the workplan for ENDS related activities
  • Coordinate reporting on HQ’s other research and capacity building activities
  • Support ENDS/ENNDS policy evaluation and diffusion
  • Support the publication and dissemination of ENDS resource materials

Qualifications, experience, skills and languages

Qualifications required

Essential:
Master’s degree in public health, epidemiology, science or medical related field.

Experience required

Essential:

  • At least 5 years of relevant experience in public health at national and international levels with demonstrated experience in the field of tobacco control or tackling noncommunicable diseases risk factors, including understanding of relevant stakeholders in the field, e.g. academia and civil society associations
  • Prior experience of country engagement and organizing multidisciplinary workshops
  • Prior experience of working in an academic setting or working with researchers

Desirable:

  • Prior experience working with UN and/or national government institutions preferred
  • Previous work experience in tobacco product regulation

Skills / technical skills and knowledge

  • Demonstrated knowledge in managing and implementation of projects and multi-country engagement
  • Excellent writing and communication skills, with demonstrable experience in research and written outputs;
  • Familiarity with noncommunicable diseases and tobacco control;
  • Familiarity in interpreting results of systematic reviews and evaluating scientific data;
  • Excellent organizational, planning and country engagement skills;
  • Prior knowledge of conducting literature reviews and assisting with developing systematic reviews and technical reports;
  • Analytical and synthesis capacity;
  • Administrative and Research skills;
  • Team player but able to work autonomously and take initiative for implementing the tasks;
  • Expert management of common communication platforms such as Zoom and Microsoft Teams;
  • Demonstrated flexibility to excel in a multi-cultural environment;
  • Provides feedback and comfortable with receiving constructive feedback;
  • Track record of meeting tight deadlines;
  • Technical competency in public health and/or development.

Due to administrative measures, the consultancy will be split into two contracts. The first contract will start from 1 July to 31 December 2021. The second contract will be from 1 January to 31 May 2022. A total duration of 11 months.
