Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Better Work is a unique partnership programme between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in 2007, it aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers.
As part of the Better Work programme, Better Work Bangladesh (BWB) has several components:

1.    stakeholder engagement and sustainability which aims to ultimately create national ownership and accountability;
2.    enterprise assessments against (a) the principles of the ILO Declaration core international labor standards and Bangladesh labor law;
3.    enterprise advisory and training services to support practical improvements and increased social dialogue at the factory level; and
4.    an influencing agenda with the goal of using programmatic learnings to impact national legislation and policies.

The ready-made garment (RMG) sector in Bangladesh has experienced rapid growth over the past 20 years; it is now the country’s largest export earner and employs over 4 million workers - of which 60% are women - in approximately 4,500 active factories. It is currently the second largest exporter of RMG in the world.

It is generally considered though that problems related to a lack of skilled workers, infrastructure, social compliance and labour-management relations hamper growth. There exist significant issues in many factories around occupational health and safety (OHS), working conditions, wage payments, freedom of association, and the lack of effective human resource management. In addition, weaknesses in national labour administration, industrial relations and social dialogue systems exacerbate and prolong non-compliance with national laws and regulations.


In order to address these challenges, Better Work Bangladesh (BWB) aims at building the necessary capacity so that stakeholders are able to identify, prevent, and address relevant problems. In practical terms this means that BWB operates on two levels: (1) Factory-level: build in-factory capacity to improve working conditions and establish management systems and (2) institutional level: assist in building constituent capacity to achieve structural, sustainable change in labour administration, industrial relations and social dialogue systems.

With reference to existing systems and the programme’s Global M&E framework, the Monitoring and Evaluation Officer will be responsible for designing and implementing the M&E and research activities of the BWB Programme. S/he will use the M&E systems to monitor project activities and assist the Programme Manager in preparing quarterly/annual reports on programme progress against targets. S/he will support the implementation of evaluations, impact assessment and related research efforts, with a view to utilising the collected M&E data to inform programme efficiency and policy support to constituents. 

The Monitoring and Evaluation Officer works in close collaboration with all colleagues within the BWB programme team as well as with colleagues in the ILO Dhaka Office, colleagues in Better Work Global Programme and at ILO Headquarters and Regional Office, and representatives from government, private sector, non-government and civil society organizations.




Under the overall guidance of the Director, ILO Country Office for Bangladesh, and the general supervision of the Better Work Bangladesh Programme Manager, the Monitoring and Evaluation Officer will work under the direct supervision of a National Team Leader. 

Description of Duties


1.    In coordination with the Programme Manager and with reference to the programme’s Global M&E framework, take the lead in the design and implementation of the M&E plan for the BWB Programme, reflecting both policy level and enterprise level interventions and sustainability objectives. This will include the implementation of a strategy and methodology for monitoring the impact on the programme’s beneficiaries, using systems and tools for collecting, storing, analysing and interpreting data.;
2.    Assist and facilitate work planning workshops of the BWB Programme and organize regular work planning review meetings, using data collected to measure results achieved; 
3.    Conduct analysis and assessment of indicators and other information collected to measure programme performance and achievements; 
4.    Collect data, manage and update for a baseline assessment and follow-up reviews; 
5.    Contribute towards programme documentation that includes lessons learned, good practices and recommendations for targeted pilot activities; 
6.    Provide substantial inputs and facilitation of the strategic planning and performance measurement activities of the programme;
7.    Contribute to technical progress reports and help plan and coordinate internal and external evaluations; 
8.    Develop and roll out M&E tools, policies and procedures required to monitor and evaluate the intervention;
9.    In collaboration with M&E staff in the ILO Dhaka office and BW Global, and using the various systems already embedded into the programme, develop and implement effective reporting systems for storing and analysing M&E data and the preparation of key reports;
10.    In collaboration with research staff in BW Global and external research partners, support activities related to research, including impact assessment research and the planning and implementation of quantitative surveys at factory-level, qualitative impact case studies, and interpretation and dissemination of research findings

11.    Collaborate with colleagues in the BWB programme and Labour Administration and Better Work Cluster in order to improve the effectiveness and efficiency of the overall ILO engagement in the RMG sector. 
12.    Assist team staff with the M&E tools and support their use;
13.    Other duties as assigned by the supervisor.

Required qualifications



University degree in economics, business management, industrial relations, international development, statistics, law, English, or any other related field. 




At least two years of professional experience in programme/project management project administration, monitoring, evaluation or other similar field. Prior experience within the UN or civil society and understanding of the garment sector would be an advantage.



Excellent command of written and spoken English and Bengali. 


1.    Knowledge of RBM tools, programme and budget, project administration and evaluation concepts and procedures
2.    Experience with data base management software and statistical programming
3.    Experience with data collection on mobile platforms such as tablets and smartphones
4.    Experience with using collaborative, cloud-based platforms.
5.    Experience with data visualization (Tableau, GGplot2, ArcVis,), especially geospatial data visualization
6.    High standards of integrity, professionalism, personal discipline and impartiality
7.    Knowledge of M&E methodologies, strategic planning, and results-based management;
8.    Knowledge of quantitative and qualitative impact assessment research methods;
9.    Good analytical skills, excellent written communications skills including strong report writing skills; 
10.    Ability to conceptualise, plan, coordinate and conduct activities;
11.    Ability to interpret project information and to identify and analyse problems with implementation;
12.    Coordinate and conduct straightforward research work
13.    Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part the responsibilities of the post;

14.    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
15.    Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team.

16.    Any other duties as assigned by the supervisor.
