UNICEF Sierra Leone is looking for a dynamic consultant who can lead the Pilot phase of the implementation of a Point-of Care Electronic Medical Record (EMR) System using OpenMRS, to improve evidence-based management decision making and contribute to improved quality of care at the Ola During Children’s Hospital, Freetown, Sierra Leone.

How can you make a difference?

The consultant is expected to:

  • Review existing systems and documentation (including the findings of a recent completed EMR introduction analysis of the hospital), and undertake relevant additional assessment and analyses for the set-up, training and implementation of a point-of-care OpenMRS that is effective, sustainable and appropriate to the hospital and Sierra Leone context.
  • Finalize the design of a point-of-care OpenMRS for the Special Care Baby Unit (SCBU) department of the ODCH.
  • Develop a comprehensive and up-to-date costed implementation plan to pilot and roll out a point-of-care EMR (using OpenMRS) at the SCBU department of the ODCH.
  • Lead the procurement, set up and installation of appropriate software and hardware - equipment, supplies - for the implementation of the point-or-care OpenMRS.
  • Lead the development, design, configuration, and instalment of all required point-of care modules in OpenMRS.
  • Lead and provide oversight of the set up and ongoing implementation of the EMR system that uses OpenMRS platform and is interoperable with the Sierra Leone DHIS2 during the pilot period.
  • Provide technical assurance that ensures implementation the system results in effective data flow and collection, reporting, dissemination and use by hospital, MoHS and development partners.
  • Ensure hospital management committee has improved access to timely and quality data of hospital indicators for decision making and reporting.
  • Technically support the national MIS Consultant to continue to strengthen the existing paper-based patient record and offline electronic filing system, ensuring complementarity of the web-based ERM system and the delivery of improved access to all medical records within and across all departments of the hospital.
  • Develop and implement a comprehensive capacity building plan for hospital, and MoHS staffs and other stakeholders that will lead to the seamless adoption and sustainable use of OpenMRS in clinical and other decision making.
  • Lead human resources capacity building on effective record keeping and maintaining a sustainable digitized and paper-based health information management system through training workshops, on-the-job training, mentoring, and coaching of the hospital, MoHS and other staffs.

To qualify as an advocate for every child you will have…

  • University degree in Software Engineering, Computer Science, Health Informatics, Health Information Management, Information Technology, Public Health, or a related field.
  • At least 5 years of relevant experience working on the set up and implementation of OpenMRS in health facility settings.
  • Professional technical knowledge, expertise and   demonstrated ability in OpenMRS module development, Electronic Medical Records Systems design, implementation, and capacity building.
  • Professional technical knowledge/expertise in Software Development, System Engineering, Information Systems architecture design and data base management.
  • Experience in MIS project management and rolling out of large-scale MIS systems especially in capacity constraints environment/developing countries is highly desirable.
  • Demonstrated ability to facilitate strategic discussion to co-create a common vision among stakeholders.
  • Fluency in English.

  • Application to include financial proposal that will detail your daily/monthly rate (in SLL) to undertake the terms of reference. 
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
