Purpose of Activity/Assignment:

Despite the efforts to strengthen national data systems, Kosovo still lacks quality and reliable data and statistics to inform monitoring and reporting progress for the realization of children’s rights in Kosovo. In addition to the lack of available data and statistics, the available data on children are scattered, inconsistent and insufficient to produce quality assessments and inform national planning, strategies and policy interventions.

In line with the priorities outlined in UNICEF Kosovo Programme 2021-2025, UNICEF Kosovo aims to support the Kosovo institutions to strengthen the evidence generation through enhancing administrative data systems, institutional coordination, data collection methodologies and quality reporting on children’s’ rights. To this end, UNICEF Kosovo Office is providing technical support to the Kosovo Agency of Statistics (KAS) for data mapping, definitions, methodologies and collection as well as the Office of Good Governance/Prime Minister’s Office (OGG/OPM) for institutional coordination and quality reporting on children’s rights.

Scope of Work:

Under the overall supervision of the Child Rights Monitoring Specialist, the Data and Statistics Consultant will support UNICEF Kosovo Office and national partners with data mapping, collection and reporting on children’s rights.

Within the scope of the work, the key expected outputs and technical assistance provided to the national institutions include:

1. Conduct a mapping exercise on the availability of data on child rights at the national level, including child-related data reported for Kosovo in international sources and platforms.

2. Support the establishment of the national governance structures for data collection and reporting, as well as, organization of meetings of the relevant committees and working groups.

3. Support to KAS for the expansion of the TransMonEE dataset to include additional child rights indicators, as defined within the national indicators’ framework (education, health, juvenile justice, child protection), SDGs and other child-rights indicators relevant for the Kosovo context.

4. Support the compilation and data collection for the TransMonEE and other child rights related indicators for reporting at regional and global level.

5. Support the development of child-related dashboard on the situation of children’s rights within KAS.

6. Support the reporting process on the situation of children’s rights in line with the compiled data on children.

7. Further analysis of child-related data and development of advocacy report on children’s rights compiled from different data sources, including and not limited to the Multiple Indicator Cluster Survey (MICS), UNICEF Situation Analysis, Labor Force Surveys, etc.

Minimum Qualifications required:
Masters


Knowledge/Expertise/Skills required:

Education, Qualifications, and skills:

  • Master’s degree or equivalent in Statistic, Social Science or another relevant field.
  • A proven minimum of 3, but preferably 5 years of professional experience of policy development / implementation in Kosovo.
  • Excellent computer skills and experience in drafting of analytical reports, ability to summarize and synthesize data, evidence, arguments.
  • Work experience in or with the institutions at central level in strategic planning and/or design or implementation of national/sectoral development policy would be considered an asset.

Other competencies:

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization
