ORGANIZATIONAL CONTEXT

WFP supports over 1.4 million people in Cox's Bazar, Bangladesh including over 860,000 Rohingya refugees and host community Bangladeshi under the L2 emergency operation. WFP provides food and nutrition assistance to the entire refugee population in the world’s largest refugee camp as well as school meals, nutrition service, and livelihood support to host communities in Cox’s Bazar.

The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. WFP implements a range of programmes including integrated food and nutrition assistance, school feeding activities, emergency preparedness, and tailored livelihoods programme to support the most vulnerable population.

WFP currently implements large-scale engineering projects as well as a joint Site Management Engineering Project (SMEP) with IOM and UNHCR. Due to the complexity of the operation, Supply Chain has dedicated a sub-unit to assist the Engineering unit in the supply and organization of materials, equipment, and machinery. Given the several workstreams, an SC6 position is being created to handle logistics activities and support the internal and external coordination of the different involved activities, units, and actors for a six months period with the option to extend.

JOB PURPOSE

The Logistics Associate will report to the Supply Chain Unit aligned with Engineering Unit and will assist to conduct a variety of supply chain tasks such as coordinating requests for materials and personnel between engineers, procurement, and vendors. The job holder will support the tracking of fund availability and grant management as well as the creation of data transparency for senior management decisions. As part of the duties, the job holder will supervise the efficient use of construction machinery and contract usage to support audit and other data requests.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervision of the Supply Chain Officer, the incumbent will be responsible for the following duties:

  • Provide business support for the Supply Chain Unit, in compliance with all relevant WFP regulations, policies, and procedures. Contribute to the budgeting, planning, and execution of logistics operations in Cox’s Bazar main office
  • Support the activities in collaboration with all team members working in the area, to ensure that objectives are met in respect of Standard Operating Procedures and performance plan
  • Process and manage administrative, procurement and financial tasks to contribute to the effective and timely management of resources and supply of services, equipment, food, machinery, and materials
  • Manage and maintain paper and electronic records within the area of responsibility in accordance with established procedures, to ensure swift and easy data access as required
  • Perform or supervise the entry of data in the corporate systems within the established deadlines and be the first point of contact for internal transactions
  • Supervise performance for the provision of efficient and effective operational support as well as resolution to any related issues. Prepare vendor performance evaluation reports to be certified by supervisors
  • Assist in market assessments or market studies when required
  • Review, record, and prioritize purchasing requests, ensuring all supporting documentation is submitted, and funding is available, to enable the procurement of goods and services
  • Compile data, prepare and share required documents to support due diligence in the purchasing process and other exercises such as audits
  • Provide analysis on Funds/Grant; analyze balances vs. utilization. Work on optimization of funds consumption and report progressively to the supervisor for informed decision-making vis-à-vis purchasing plan
  • Be responsible for the processing of invoices from suppliers and partners and validate against existing contracts and agreements prior to submission for release
  • Maintain regular communication with counterparts as well as external stakeholders such as partners regarding project management matters and related processes to clarify any discrepancies and optimize the use of resources
  • Coordinate with field operations, requesting units and suppliers for the delivery of goods and services. Verify documents supporting handover and inspection of deliverables. Report any irregularities to the supervisor 
  • Maintain accurate records/files and prepare periodic and ad hoc reports for further reviews, to ensure the quality of information presented to internal and external partners
  • Collate information for inclusion in reports, updates, documents, and correspondence to guide the Unit for effective work
  • Act in an assigned emergency response capacity as required to meet emergency assistance needs and follow emergency logistics preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis
  • Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

Strong preference will be given to those who can prove a client-oriented approach and that they can operate in fast-fluid environments with limited resources. The position is located 50% in the field/camps and 50% in the office. The ideal candidate will be both sensible, settled, and proactive. The Logistics Associate must be fast-thinking and efficient.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor or equivalent degree qualified in Supply Chain Management, Administration, Procurement, or other related fields

Experience: 5 Years of Minimum experience with 3 years of experience in Supply Chain Management, Administration, Procurement, or relevant field

Languages: Excellent written and oral/communications skills in both English and Bangla

Desirable Skills:

  • Experience in the area of supply chain management, ideally for construction and engineering projects.
  • Strong computer literacy in Microsoft applications as well as SAP ERP applications
  • Strong background in finance is desired
  • Fluency in oral Chittagonian/Rohingyan dialect.
