VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus in its Medium-term programme framework 2018-2021 is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. UNIDO’s programmatic fields of activity contain a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Office of Evaluation and Internal Oversight (ODG/EIO) is responsible for providing the Director General, and management at large, with independent, objective assurance, advice and evaluation designed to add value to and improve the efficiency and effectiveness of UNIDO’s operations, internal control framework, risk management, RBM and governance processes. It provides evidence-based information that is credible, reliable and useful, enabling the timely incorporation of findings, recommendations and lessons learned into the decision-making processes at organization-wide, programme and project level. The Office also assesses that UNIDO’s programmes and projects as well as thematic areas correctly address the stated objectives of the Organization, especially the implementation of the corporate strategy of ISID through PCPs. The Office undertakes fact-findings in cases of alleged irregularity, wrongdoing, waste of resources and/or violation of UNIDO’s regulations, rules and procedures with a view to safeguarding the Organization’s interests and to ensure accountability. It also acts as the focal point within UNIDO for the Joint Inspection Unit (JIU) of the United Nations system. The functions of the Office are guided by the EIO Charter and the Evaluation Policy. The position is located under the Independent Evaluation Division (ODG/EIO/IED) which is responsible for the independent evaluation function of the Organization and supports learning, continuous improvement and accountability, and provides factual information about results and practices that feed into programmatic and strategic decision-making processes.

PROJECT CONTEXT Within the EIO evaluation work plan 2020/2021 (WP) it is foreseen to undertake a comprehensive review of tis guidance documents and tools, including those that govern the quality assurance and review process for the evaluation function. The WP also includes preparation of material and conduct of evaluation capacity development activities for partners and internal clients. As Senior Evaluation Expert, the consultant will provide substantive advice and inputs to the revision of the quality assurance system as well as the preparation and implementation of different evaluation training activities. These training activities will be addressed to field offices and UNIDO stakeholders in the field primarily and require a sound understanding of UN operations in the field. Duty Station: Home-based Approximate duration: 01 July - 31 December 2021 (54 working days spread over the mentioned period)

Main Functions

Under the supervision of the Chief of the Independent Evaluation Division (EIO/IED) he/she will perform, inter alia, the following main tasks: - Comprehensive analysis of available documentation about quality assurance and review for evaluation, including benchmarks from other organizations and agencies. - Update of documentation and formats for quality review and a revised, modernised process for quality review, including aggregate analysis of reviews for continuous improvement. - Conduct at least 15 quality reviews of UNIDO evaluations. - Design two different training courses for evaluation partners and internal clients, using a virtual format. - Participate in the one external and three internal evaluation trainings as instructor.

Minimum Requirements

Education

Advanced degree in development studies, or related areas is required and training in international development evaluation is desirable.

Languages

Fluency in written and spoken English is required.

Computer Skills

Field of Expertise

- Minimum 10 years of experience in development evaluation, including experience in training and quality review processes, is required; - Experience in working within the UN System, preferably in the field (developing countries), is desirable; - Experience as instructor/lecturer, and/or experience in development cooperation and the UN, international development priorities and frameworks, in particular agenda 2030 and the SDGs, and/or experience in the management of an independent evaluation function is desirable.
