The current crisis aggravates the need for CP and SGBV services, which is accumulated to the high demand noticed during Covid-19 and added the protracted humanitarian situation and the sieges of Gaza for the past decade. According to the NIAF, following the outbreak of the pandemic in the State of Palestine there has been an increase of services provided to respond to children experiencing violence at home: in Gaza, a 40% increase (from 6,477 to 9,051) and in the West Bank a 26% increase (3,880 to 4,904 cases); similarly SAWA helpline noticed an increase on 70% on demand for the same services compared to 2019. The spike on need of these services revealed the proxy of an assumed increase in VAW, SGBV, VAC and SEA prevalence.

How can you make a difference?

Provide technical assistance to SAWA hotline to treat, disaggregate, analyse, and report data collected by the call centre. Data management must abide by data protection protocols as established by UNICEF and SAWA which are in line with GBV and CP IM standards and IASC PSEA Protocols. This include systematic time-trends analysis on accumulative figures as agreed during consultations.  

Major Tasks to be accomplished

  1. Review the existing data set and data gathering of Sawa hotline and produce a reporting template in line with the needs stated by CP AoRs and GBV Cluster and in alignment with AAP feedback system.

UNICEF in coordination with CP AoR and GBV subcluster will provide guidance on priorities and needs and indicators, which will be revised as data is analysed. Data must be disaggregated -at least- by location, sex and age. It will be essential to generate a tracker system for a specific set of indicators agreed with UNICEF, this may include: SEA claims, GBV sexual violence, suicide attempts; VAC etc. Data relevant for AAP will be disaggregated according to cluster guidance and reflected in the reports accordingly.  Disaggregate and analyse data according to weekly review of the data set and protection policies. Account for accumulative figures (show progress) and highlight trends. The incumbent will have access to the data set gathered on daily basis by the call centre and will abide to confidentiality and data protection policies. The incumbent will not be allowed to store data on her/ working computer. 

  1. One day workshop internal for SAWA M&E Officer and other related staff and On the job training on the use of the template.

The Consultant will guarantee that SAWA M&E officer knows how to use the template and has received training on how to analyse the weekly reports and produce the flash updates. The M&E officer in SAWA should be involved in the writing up and development of the 2 flash updates foresaw as a test and produced by the consultant.

  1. Produce 2 flash update report, including infographics, accumulative results, and qualitative data. These 2-flash update will be used to test the template.

Flash updates will be released every Thursday around 12am. Flash updates will not exceed three/four pages including infographics. Report should be short, concise and written with clear and easy language.

The Data Manager is to be based in the Sawa office in Ramallah, no remote work is possible and no remote access to data is possible. The incumbent will work in SAWA’s premises and can use the services and amenities of the office (such as printing, scanning). No data can be processed outside of the office without prior approval by the Sawa management. The Data Manager needs to sign Sawa’s Privacy and Confidentiality Clauses and follow the Policy on Safety and Security of Information for the Helpline. All data is protected and is the copyright of UNICEF and Sawa. A technical management team composed of UNICEF and SAWA will clear any report, or data prior to publication. SAWA will support and supervise cleaning and data aggregations methods.

Reports will be produced in English and with corporate SAWA and UNICEF logos.

Sawa has the right to use the material produced by the Data Manager in other instances of reporting, not only for the Gaza emergency project

Frequency of Reports:  Weekly brief and 2-times flash reports

Recourse: UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF are not followed.

The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference. The deliverables will remain the copyright of UNICEF and SAWA.

Estimated duration of contract and Tentative Dates: 

Duration: 15 working days over a period of One month

Dates: 25.06.2021 – 25.07.2021

Cost and Terms of Payment:

The consultancy will be paid for 15 working days within the period 25 June to 25 July 2021.

Candidates should submit a financial proposal for the assignment in ILS, outlining all-inclusive fees (including professional fees, other professional expenses, insurance etc.).

The agreed fee for 15 days will be paid to the consultant in one installment on receipt of the agreed deliverables as below: 

100% payment upon completion of deliverables

UNICEF will issue a contract in ILS. The payment for the entire consultancy will take place in ILS.

To qualify as an Advocate for every child you will have: 

  • Advanced university degree (Master's Degree or equivalent) in social sciences, another related field.
  • At least 5-7 years of experience in the area of research, evaluation and monitoring of CP, MHPSS, SGBV, and other with a focus in humanitarian and developing country context settings.   Experience in social research including in data generation and analysis.
  • Excellent English and Arabic language skills.
