In Cox’s Bazar, Bangladesh, WFP provides life-saving assistance to more than 850,000 Rohingya refugees and over 300,000 most vulnerable households in the local communities. WFP implements a range of programmes including integrated food and nutrition assistance, school feeding activities, emergency preparedness and tailored livelihoods programme to support the most vulnerable population.


The Bangladesh Country Strategic Plan (CSP) 2017-2020 approved by the WFP Executive Board in its first session of 2017 became effective on 1 April 2017. It aims to contribute to four Strategic Outcomes that are aligned to the four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 13 activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes but also linking the resources used for implementing the activities to the results achieved.

The five strategic outcomes are:

  • SO1: Vulnerable groups in rural and urban settings are supported by enhanced national actions to improve their nutrition indicators in line with national targets by 2020;
  • SO 2: The most vulnerable population of Cox’s Bazar, the Chittagong Hill Tracts and disaster-stricken areas have enhanced food security and nutrition;
  • SO 3: Innovative approaches to enhance the resilience of food insecure households exposed to climate-related shocks and stresses are validated by 2020; and
  • SO 4: The humanitarian response system for large-scale natural disasters in Bangladesh can respond with reduced cost and lead-time.
  • SO 5: Humanitarian and development partners in Bangladesh have access to reliable services in the areas of supply chain and emergency telecommunications during crises.


In line with Strategic Objective 1 and Strategic Objective 2, WFP is leading a consortium in the implementation and management of a US funded school feeding programme in Cox’s Bazar. This three year programme requires strong accountability to donors in the areas of programme, procurement monitoring and evaluation and finance. It is envisioned that, at the end of the three years, the programme will be handed over to the Government of Bangladesh.

At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of Programme Assistant – School Meals will be responsible for the following duties: 
1.    Coordinate and monitor the implementation of the assistance programme at the sub-office /field level, in close collaboration with the cooperating partners 
2.    Prepare monthly monitoring plan and submit to supervisor for review
3.    Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services and encouraging women’s participation in school management committees
4.    Conduct Post Distribution Monitoring (PDM) at the school level and provide feedback to school on the spot for improvement and corrective measures
5.    Facilitate Focus Group Discussion with school children, parents and school management (SMC) members and prepare reports
6.    Receive and collate comments and feedback from cooperating partners, beneficiaries, and  beneficiaries, to support identifying programmatic issues with a view to fostering efficient  operations.
7.    Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas. 
8.    Prepare field mission reports to document programme implementation
9.    Managed distribution monitoring at schools and provide feedback to school teachers 
10.  Check school stores and take physical inventory of WFP food item and check the quality of food
11.   Visit cooperating partners warehouses of WFP programs and check documents, physical balances and report findings
12.   Monitor the school level purchase committees, mothers’ groups, producer groups are functional and the linkage with local producer groups, and the documentations 
13.   Monitor cooked meals preparation and distribution and the garbage management 
14.   Supervise training organized by partners for schoolteachers and Government officials and provide feedback and report 
15.   Support in  Essential Learning Package activities are organized effectively by partners 
16.   Check the WASH facilities including hand washing, and dish-washing facilities are adequate and safe for children 
17.   Perform ad-hoc tasks as requested by the head of unit. 



Education: University degree (bachelor’s degree or master’s) in English , Management , ELT, Education, Research , Social Science or any other relevant field. Advanced professional degree in education is preferable.

Experience : At least three years of progressively responsible work experience, including at least one  years of implementation in program related to primary education or school feeding. Experience working  with schools and teacher will be considered as an asset.

Language:  Proficiency both oral and written communication in English Bangla. 

Knowledge & Skills: Training and/or experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems eg. COMET. General knowledge of UN system administrative policies, rules, regulations and procedures in the area of administration.
