The consultant that will provide support to the NIP team and work closely with the UNICEF CO team to improve the supply chain for immunization. The consultant will provide guidance and recommendations on re-designing procurement practices and improving strategies for vaccine logistics, supply chain, cold chain, and delivery, including COVID-19 vaccines.

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Scope of Work

  • Supply Chain Strengthening:
    ● Review the EPI procurement documents for the last 5 years and assess the gaps and bottlenecks
    ● Review DOH legal opinion and Commission on Audit’s Audit Observation Memorandum pertaining to UNICEF procurement
    ● Develop a cost-benefit analysis of local procurement vs UNICEF procurement
    ● Maintain a repository of possible financing schemes that UNICEF and its partners may offer to the government. This includes packaging these possible financing schemes for government buy-in.
     
  • Procurement Coordination:
    ● Facilitate discussion with or among key stakeholders regarding the procurement services requirements of DOH
    ● Review COVID-19 vaccine cold chain procurement documents and assess applicability for routine immunization
    ● Support development of improvement plan for local and UNICEF procurement services for routine immunization, and COVID-19 vaccines
    ● Propose mechanisms to improve supplier readiness prior to bidding process are commissioned
    ● Research on procurement of end-to-end cold chain and logistics provider for other National Government Agencies (NGAs)
     
  • Immunization Technical Assistance:
    ● Attend meetings in relation to the scope of the consultancy
    ● Perform other duties and responsibilities as may be requested by the NIP Team Lead and Disease Prevention and Control Bureau (DPCB) Director
    ● Develop manuals of procurement for routine immunization, and COVID-19 vaccination
    ● Training of DOH’s key procurement staff on the manual

- Policy brief and technical reports on the assessment and recommendations for procurement, logistics, and supply chain for routine immunization and COVID-19 vaccination

Deliverables

- Inception Report on the key outputs and deliverables of the consultancy.
- Progress report on Legal Opinion and COA findings vs UNICEF Memorandum of Understanding
- Report on Supply Chain Bottleneck Analysis
- Supply Chain Improvement Plan
- Report on Cost benefit analysis of local vs UNICEF Procurement
- Report on the applicability of COVID-19 procurement with that or routine vaccines
- Final report with full documentations

Qualifications and Competencies of Successful Consultant

  • Minimum of a Post-Graduate Degree in Administration, Law, Public Policy, or other related field.
  • 5 Years of Experience, of which 1 Year must be extensively related to Government Procurement and/or Supply Chain.
  •  
    Work Experience on Local and International Government Procurement or Projects Funded by International Organizations will be an advantage.
