Background

1.Background:

 

Migration in Iraq is a complex phenomenon with heavy outward migration and severe internal displacement. Iraq also hosts refugees from neighboring countries, foreign workers, tourists, and receives returning Iraqis. Since 2012, Iraq has entered into several international migration agreements and consultative processes to strengthen migration management, joined UN Conventions, and passed relevant migration-related national laws. Migration-related gaps such as limited strategic coherence of migration policy and migrant labor regulations have been identified using the first National Migration Management Strategy (NMS) in 2020 using findings from the Migration Governance Indicators (MGI) assessment.

 

Iraq adopted the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) in 2015, which recognized for the first time the contribution of migration to sustainable development. Iraq Vision 2030 encapsulates an ambitious governance agenda to achieve sustainable human development and sustain peace. This includes upholding the rule of law and access to justice, fostering integrity, transparency, and fighting corruption, but also improving administrative decentralization, promoting effective public participation in decision-making, enhancing the values of citizenship and reducing inequality, promoting a culture of tolerance and community peace, as well as values of achievement, initiative, and volunteerism.

 

In such context, and as part of the UNDP and IOM supporting the government of Iraq through the project “Supporting the United Nations Network on Migration in Iraq”, this assignment aims to identify the synergies between the migration-related issues in Iraq and the country vision 2030, migration governance plans, and other strategic documents - for the next decade of action of sustainability.

 

The Migration Gap Assessment in Iraq from the Lens of the National Context Towards the 2030 Agenda and SDGs will contribute to ensuring better actions for the implementation and monitoring of the SDGs based on the pledge of leaving no one behind. S/he must demonstrate or has lengthy experience and knowledge in migration context (preferably in the Arab States) and SDGs tools/instrument used in identified and strengthen the synergies between the migration-related gaps and SDGs targets and indicators including and not limited to the Rapid Integrated Assessment (RIA) tool. This will require scoping, reviewing, analyzing the current national context, to conduct a practical and clear migration gap assessment aligned with the national SDGs context which will help in tracking the migration-related challenges/ and opportunities in Iraq.

 

2.Objective:     

 

The main objective of the consultancy services is to provide a robust Migration Gap Analysis synergies with the Agenda 2030 within the context of Iraq – aligned with Iraq National Migration Management Strategy, the Migration Governance Indicators assessment, Vision 2030, SDGs data gap assessment report, and other strategic plans and documents. The International Consultant will take the lead, in conjunction with the SDGs Project Team at UNDP-IRAQ, Senior Management from the Ministry of Planning and Ministry of Migration and Displaced, and other line ministries, in undertaking migration gap assessment exercise from the lens of the National Vision 2030 and the SDGs implementation and monitoring in the country to produce "Migration Gap Assessment Report Based on the National SDGs context" – in which assess current migration gaps at the migration governance, provide synergies with the national Vision 2030 on SDGs, and formulating migration-related challenges/and opportunities framework.

Duties and Responsibilities

 

1.Scope of Works and deliverables

 

In carrying out the assignment, the International Consultant is required to employ a collaborative approach in ensuring that inputs are obtained from the Senior Management at the Ministry of Planning, Ministry of Finance, and integrated throughout the drafting process in consultation with UNDP Iraq.

 

In completing the scope of work, the consultant is expected to closely coordinate with UNDP-Iraq, the Ministry of Planning, the Ministry of Migration and Displaced, and other relevant governmental entities. The consultant will participate in meetings and discussions with relevant stakeholders, and if needed facilitate a national level workshop for inputs and feedback into the draft of the migration gap assessment report from the lens of the national SDGs context.

 

The Consultant will develop, in consultation with key stakeholders including the Ministry of Planning, Ministry of Migration and Displaced in Baghdad and UNDP-Iraq, migration gap assessment report Based on the National SDGs context – following specific activities:

Competencies

Functional Competencies:

  • Knowledge of and extensive experience of working in the focus areas indicated in the TOR.
  • Proven competency in the production of analytical reports in quantitative and qualitative research methods is required.
  • Excellent knowledge of the UN system and its work in the area of sustainable development, migration-related topics, and the intergovernmental processes related to the 2030 Agenda.
  • Excellent analytical and writing skills,
  • Excellent communication skills.
  • Results-driven, ability to work under pressure and to meet required deadlines.
  • Good understanding and practice of capacity development.
  • Cultural sensitivity.
  • Diplomatic skills.

Required Skills and Experience

 

1.Qualification:

 

Education

  • Advanced university degree in international studies and developments, social science, development studies, conflict and criminology, and other related fields.

 

Work experience

  • At least 5 years of experience working on the migration-related challenges, development of strategic plans and sustainable development reports
  • Has experience of working with UN or governments on developing strategies and case studies related to SDGs and migration
  • Previous working experience in developing migration and SDGs reports, national and strategic planning
  • Experience in managing multi-stakeholder engagement, coordination with ministries, UN and International agencies, economic sector, private and public sectors, and stakeholders   

 

Language requirement

  • Excellent written and spoken in English, Arabic is a plus.
