TERMS OF REFERENCE

Background: FHI 360 is implementing the Centers for Disease Control and Prevention (CDC) - Expanding Efforts to Protect and Improve Public Health Globally (EGHS) project in Africa and Asia. Due to the second wave of COVID-19, EGHS has redirected its programming to respond to COVID-19 focusing on interstate migrants staying in New Delhi and traveling to four rural districts in Uttar Pradesh (UP) and Bihar. FHI 360 plans to hire a Communication consultant to conduct a literature review; develop a communication strategy and social behavior change communication (SBCC) materials related to COVID-19; and provide health information material to interstate migrants and their families at destination (South Delhi district; transit and source rural districts).

Roles and Responsibilities:

• Conduct secondary literature review and collate all material related to interstate migrants in Delhi and available information, communication and education material available in these intervention sites. Prepare a compendium of existing SBCC material on COVID-19 related to interstate migrant population.
• Along with the FHI 360’s GHSA Liaison Coordinator, consultant will supervise the hiring and management of a communication agency that will conduct formative assessments in select Delhi slums and night shelters; transit sites (bus stations and railway stations); and in source rural districts; develop a communication strategy and print SBCC material for use among interstate migrants and their families. Use translational communication approaches to develop counseling messages that are appropriate for the migrant populations in terms of language, educational level, and cultural contexts.
• Conduct training of NGO staff and volunteers in Delhi and four rural districts on the communication strategy and the use of SBCC material.
• Strengthen existing centralized communication platform to manage the communication effort including outbreak communication for migrant populations in South Delhi. This could include supporting existing helpline service with the help of additional volunteers to provide information on COVID-19 prevention, testing and management as well as addressing vaccination hesitancy.
• Support the dissemination of key health risk communication messages for frontline workers in Delhi and rural districts.
• Work with selected NGOs, District Administrators, and other partners for providing COVID-19 information among returnee migrants and their families.
• Prepare periodic reports and contribute to monthly, quarterly and semi-annual reports of FHI 360.

• Compendium of SBCC material on COVID-19 related to interstate migrant population - Status reports on progress of communication agency.
• Developed communication strategy on COVID-19
• SBCC materials on COVID-19
• Training report on SBCC communication trainings

QUALIFICATIONS & EXPERIENCE:

Education: Bachelor's degree in communications, journalism, management, public relations, or public health.

REQUIRED SKILLS AND EXPERIENCE:

• Minimum of five (5) years of experience in human centered design; developing SBCC strategy and materials in the area of public health especially in disease outbreak and emergency settings
• Excellent knowledge of strategic and risk communication and media relations. Strong management, coordination, and diplomacy skills
• Must be able to construct messages for various media, including print publications, web, as well as support video and audio presentations
• Self-motivated and flexible to change
• Demonstrated ability to plan and organize work & time independently and proactively
• Excellent verbal and written communication skills in English and Hindi are essential
• Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment
