Senior Program Officer -School Health & Wellness Program

In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. Jhpiego is hiring for the position of Senior Program Officer – School Health & Wellness Program (SHWP) based at New Delhi. The position will be responsible for leading and managing School Health and Wellness Program component of NISHTHA at the national and state levels. The position will work closely with the Deputy Commissioner Adolescent Health, MoHFW but will be based out of Jhpiego office in Delhi.

The incumbent will work closely with NISHTHA national and state teams for thought leadership in planning and implementation of School Health and Wellness Program under project NISHTHA being implemented across 12 intervention states. This position requires technical expertise, public health experience, strong coordination and documentation skills with understanding of Indian public health system. This position will report to Lead Health System Strengthening, NISHTHA.

Responsibilities:

• Provide technical support in designing NISHTHA project’s School Health & Wellness Program (SHWP) strategies, activities as well as approaches and ensuring they are evidence-based, technically sound and aligned with Government of India’s priorities
• Provide technical assistance to AH Division of Ministry of Health and Family Welfare (MoHFW), NCERT and 12 intervention states for roll out of SHWP under Ayushman Bharat
• Support in day-to-day implementation of the project’s technical strategy on School Health and ensuring activities and approaches are implemented in accordance with the project’s work plan
• Support in designing the Learning Lab strategy of SHWP focusing on institutionalization of linkages between schools and Health and Wellness centers including its implementation, monitoring and evaluation in few intervention states
• Ensure integration and mainstreaming of adolescent health components in the ambit of Comprehensive Primary Health Care (CPHC)
• Provide technical support in designing and development of relevant activities for adolescent mental health in line with the GoI’s priorities and within the project ambit
• Undertake coordination with Adolescent Health Division of MoHFW, NCERT, Ministry of Education and other relevant stakeholders for implementation of SHWA
• Prepare program reports and ensure documentation of the key results/ lessons/experiences of the program and ensure that the program reports capture the results of the programs being implemented
• Undertake development and publication of learning resource packages, job-aids, factsheets, advocacy materials, brochures, newsletters and success stories related to the project
• Work closely with the supervisor for setting priorities and responding to requests for technical support and contribute to the innovative technical leadership
• Keep abreast of emerging research and best practices in adolescent and school health initiative and ensure that information is shared in an appropriate manner with governments
• In collaboration with communication colleagues design and develop communication approaches that support project’s SHWP priorities; write and review technical components of materials, publications, journal articles and reports
• Travel within intervention states to support project implementation and monitoring as needed.
• Perform or assume other duties as assigned by the supervisor

Abilities/Skills:

• Ability to develop productive and collaborative working relationships with key stakeholders including national and state government counterparts, other development partners, donors, implementing NGO partners and agencies etc.
• Proficiency in writing technical and programmatic documents such as training materials and reports
• Experience and demonstrated ability in working with ministry/ government counterparts
• Excellent written and oral communication skills in English and Hindi
• Excellent advocacy, coordination and analytical skills
• In-depth understanding of SRH and Mental Health issues in adolescents and school children
• Ability to handle a variety of assignments under pressure of deadlines
• Ability to multi task and work in a multi-cultural team
• Willingness and flexibility to work on a wide range of tasks
• Proficiency in computers - Microsoft Office
• Ability to travel for up to 30-40% of her/his time

Qualifications/Knowledge and Experience:

• BDS/ B.Sc. Nursing/ AYUSH with a compulsory master’s or doctoral degree in Public Health/ Public Health Management/ or other relevant discipline
• Around 5-7 years of relevant experience in public health with a sound understanding of India’s public health system
• Previous work experience in School Health and Wellness Program and Adolescent Health is desirable
• In-depth understanding of primary healthcare, evolving Adolescent Health and School Health priorities and donor expectations for program results, outcomes, impact and reporting
