Senior Monitoring & Evaluation Officer

In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.

Jhpiego intends to respond to the urgency and magnitude of the second wave of COVID-19 in India while identifying areas and modalities of implementation aligning it to the country and state’s response to the surge.

Reaching Impact, Saturation, and Epidemic Control (RISE) is a global project funded by the U.S. Agency for International Development (USAID) and led by Jhpiego. RISE works with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant, and resilient health systems. USAID RISE program in capacity building and optimizing knowledge sharing platform amongst the facilities for standardized management and work towards building sustainability and healthcare workforce resilience.

Jhpiego is hiring for the position of Senior Monitoring & Evaluation Officer based at New Delhi for its USAID funded RISE project. The position will work closely with the state office teams and India country office team for development and implementation of the project MER plan. The project focuses on supporting the states in responding to the urgency, acuity and magnitude of India’s second wave of COVID-19. The position will report to the Chief of Party (CoP).

Role & Responsibilities:

• Support in developing the MER plan for project with guidance from CoP, Sr. Advisor, MERL and the project management team.
• Implement the MER plan with guidance from CoP, Dy CoP (HSD) and Sr. Advisor MERL, and the program management team.
• Develop and implement procedures for effective data management, data sharing and data analysis.
• Ensure quality, consistency and adherence to best practices for M&E across the program, including data quality use in the reports.
• Record and report progress against all indicators as per the MER plan and steer the process of designing the tools for such progress reports.
• Undertake regular visits to the field to support implementation of MER plan and to identify where adaptations might be needed.
• Support field offices in data quality checks, documentation and analysing reports for dissemination.
• Prepare reports on M&E findings as required, working closely with supervisor, program team and the donors.
• Support in documentation of various project results & processes, and development of success stories and fact sheets for strategic sharing and dissemination.
• Support evaluation and research activities under the project – developing research protocols, drafting determination request forms, developing data collection tools, drafting other research related documents and managing IRB submissions.
• Perform other duties as assigned by the supervisor to achieve the project goals.

Abilities/Skills:

• Ability to analyse data.
• Ability to produce documents and reports of professional quality and coordinate activities independently.
• Fluency in spoken and written English and Hindi required.
• Computer skills demonstrating competency in MS Office Suite and at least one statistical package such as SPSS or STATA.
• Ability to handle a variety of assignments under pressure of deadlines.
• Ability to multi task and work in a multi-cultural team.
• Ability to develop productive working relationships with other team members, agencies, stakeholders and other organizations.
• Excellent organizational skills.
• Ability to travel up to 30% of the time.

Qualifications /Knowledge and Experience:

• Any graduation with Master’s in Epidemiology/ Health Informatics/ Public Health Management/ Masters in Public Health/ Diploma in Public Health.
• At least 7 years of relevant professional experience of working with international health programs/ organizations especially in the field of Monitoring, Evaluation and Research related activities.
• Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
• Experience with digital platforms for Monitoring, Evaluation and Research would be an added advantage.
• Familiarity with the Indian public health system, newer initiatives in health sector and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat.
