Background Information

Since 1996 ICMP has spearheaded an extraordinary effort to help governments in the Western Balkans to develop dedicated institutions and technical capacities to account for those who went missing during the conflicts in the former Yugoslavia. As a direct result of this regional effort it has been possible to account for over 70 percent of the 40,000 persons who went missing, a ratio that has not been equaled anywhere in the world. Institutions that ICMP helped to create have been effective, and legislation that ICMP helped craft has served as a model for countries around the world.

In addition to these efforts, the importance of an organized civil society for an effective process of accounting for missing persons cannot be over-stated. A vibrant civil society would comprise family organizations that can articulate and advocate directly and legitimately for their interests as victims of disappearances, and expert civil society organizations (CSOs), in particular local human rights organizations that develop tools and undertake complementary actions to ensure that authorities meet their responsibilities in accounting for missing persons.

Families of the missing can be a powerful force to ensure that domestic authorities meet their legal obligations to search for and identify missing persons and therefore continue to contribute to reconciliation processes. Under this Action, ICMP aims to build the organizational capacity of selected family associations and empower families of the missing to become agents of change.

Position Background -

Reporting to the Head of Western Balkans Program, the Consultant will work closely with Civil Society Initiative Officer and Monitoring, Evaluation, Accountability and Learning Officer in designing and delivering the training to the associations of families of missing persons, ICMP’s grantees and partners, to increase their capabilities in advocating for the missing persons issue and exercising their rights.

Requested services

To prepare and conduct a two-day advocacy training for up to ten members of associations of families of missing persons from Serbia and produce a template advocacy strategy for participating organizations. Specifically:

  • To develop training material (agenda, ppt. presentation, evaluation sheet and other relevant material for the participants) / by July 20
  • To deliver a two-day training, in the last week of July, that would include the following topics and goals:

  • Objectives, and Power Dynamics

  • To introduce the advocacy process and how it contributes to policy change
  • To select advocacy issues, set policy-focused objectives, and identify sources of support and opposition

  • To develop compelling advocacy messages and practice delivering them to policy makers
