Overview of position
With an overall goal of developing the capacity of the High National Elections Commission (HNEC) to prepare for and administer inclusive and credible balloting events - in particular the envisaged national elections on 24 December 2021 as agreed by the Libyan Political Dialogue Forum on November 2020 - Our client ’s Project ‘Promoting Elections for the People of Libya’ (PEPOL) is implemented as an integrated electoral support team together with the United Nations Support Mission in Libya (UNSMIL). The project is designed in the spirit of cooperation, national interest and ownership, and is to be implemented with HNEC as the co-chair of the project board.  The project seeks to achieve four key outputs: (1) Support HNEC in the planning, preparation and conduct of national elections; (2) Develop HNEC institutional and staff capacities and raise awareness on the requirements of electoral processes that are transparent, credible and promote inclusive participation; (3) Promote public participation in electoral processes, targeting vulnerable groups with activities that enable them to exercise their right to vote; and (4) Raising the electoral awareness of local partners, enabling them to perform their role effectively in the electoral process and contribute to a peaceful electoral environment.

UN electoral assistance to Libya is delivered by an integrated UN Electoral Support Team, which brings together the UN Support Mission in Libya (UNSMIL) and our client. The UN Electoral Support Team is headed by a Chief Electoral Advisor (CEA).

 
Role objectives
  1. Objective
Under the guidance and supervision of the Head of the Translation Team, the Translator / Interpreter provides translation services for UNEST and in support of HNEC, and promotes translation services consistent with our client's rules and regulations. The Translator / Interpreter facilitates the work of UNEST with the HNEC at the highest level. The incumbent may be required (and should be ready) to travel and work outside of the duty station city.

  • Producing a 100% accurate translation of English text to Arabic. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc.;
  • Accurate and consistent exact and agreed upon translation of UN terminology adapted to Arabic;
  • Ensuring Arabic language excellence and proofreading, including excellent Arabic language, vocabulary, syntax, expression and grammar as well as all relevant terminology;
  • Ensuring quality check and proofreading of translation; ensuring that no typographical errors are left in the final text;
  • The translation submitted to UNEST under this TOR is the property of UNEST and cannot be submitted, distributed to or used by any other party, unless arranged otherwise;
  • The translator is obligated to work within the required deadlines and be available to UNEST for comments and corrections;
  • Providing interpretation (consecutive, simultaneous and whispering) services from Arabic into English and vice versa;
  • Interpret for the CEA and the deputies of chief electoral advisor;
  • Interpret for the project manager or any UN team members, consecutively, simultaneously or whisperingly;
  • Managing the interpretation services when needed for some events like press conferences, workshops, seminars, etc.;
  • Preparing the necessary documents that help facilitating interpretation;
  • Taking the necessary measures with other interpreters that ensure the quality of interpretation.
Impact of results
The key results have an impact on creation of effective communications and dissemination of information among the members of the UN team at HNEC and between the UN Team and their HNEC counterparts. In particular, the key results have an impact on the implementation of  PEPOL Project activities, as well as reaching the overall targets of the UNEST Team.

Project reporting
Reporting to the Project Manager 
Key competencies Education and experience:
• Secondary school diploma;
• University degree in the field of translation, Political Science, Social Science, Communication, Education, Project development, Human resources or related field, highly desirable; with at least 10 years of relevant professional experience
• Knowledge of HNEC role, mandate and functioning is an asset;
• Minimum of 5 years of relevant experience in translation in writing and oral instant translation;
• Experience in translating manuals, letters, and other documents with proof of past successful work;
• Ability to work harmoniously with people of different cultural backgrounds;
• Experience in the usage of computers and office software packages;
• Experience in handling of web-based management systems desirable;
• Knowledge of local languages (other than Arabic) desirable.

Duration of the Work and envisaged timeline

The duration of the assignment will be of 6 months (with possibility of extension), at a rate of 21.7 days a month.
 
Duty station/Location:
The Translator / Interpreter will be working in Tripoli at the HNEC HQ premises, with occasional home-based duties.
