OBJECTIVES OF THE PROGRAMME

The overall objective of the EU COVID-19 Solidarity Programme for the Eastern Partnership project is to mitigate the impact of COVID-19 in the EaP countries thus contributing to their longer-term social and economic resilience. The action will support the partner countries in their fight against the virus and address better the needs of the most vulnerable people. Its objective will be achieved through the: 1)mobilisation of an effective, rapid, and coordinated response to COVID-19, 2)strengthening of the national capacity to effectively prevent, prepare for, detect and respond to public health emergencies.

The project commencement date was 27 March 2020 with initial duration of 2 years (until 27 March 2022).

The project has a designated project management team at regional level and country project teams in each of the 6 EaP counties (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine).

The Division of Country Support, Emergency Preparedness and Response (CSE) supports the coordination of the efforts of multiple sectors of the government and partners - including bi- and multilaterals, funds and foundations, civil society organizations and the private sector - to attain health objectives and national health policies and strategies.This includes helping Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. The Division houses the WHO Health Emergencies Programme (WHE) that provides technical guidance and operational support to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. WHE assists countries to contain and mitigate the risk of high-threat diseases and infectious hazards; to detect and assess emergency health threats and inform public health decision-making; and to respond rapidly and effectively to emergencies under a coordinated Incident Management System. It ensures WHO's work in emergencies is effectively managed, sustainably financed, adequately staffed and operationally ready to fulfil its mission. Its hub-and-spoke structure ensures country-specific and inter-country activities in priority countries.

DESCRIPTION OF DUTIES

Within the framework of the EU COVID-19 Solidarity Programme for the Eastern Partnership project, the purpose of the position will be the coordination/management of requisitions placed for Operations Support and Logistics(OSL) emergency response at the country level, ensuring an end-to-end follow-up, and guaranteeing an effective and efficient requisition process at the incident site level.

Supply Chain Coordination:

In compliance with the WHO rules and regulations, based on a comprehensive forecast of the supply needs and whenever possible with the support of the UN partners present (UNHCR in particular in the Ukraine context) the Supply Chain Officer :

--> Organises the effective transportation, delivery and storage of national and international operational support and programme supplies, for WHO's incident management operations in the field.

--> Liaises with responsible officials in WHO Headquarters and regional office organizing procurements and shipments at place of origins as well as Ukrainian national customs regarding the timely and efficient customs clearance, reception of international supplies; adapts existing or develop, and implements inventory/stock control management mechanisms; develop and apply monitoring tools, and reporting systems.

--> Monitors the maintenance of the required stockpiles of essential incident management equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, etc.

--> When required, supports the national authorities in leading and coordinating the national distribution plan of essential items to the health facilities network.

More specifically, the Supply Chain Officer:

--> Provides timely, proactive and expert advice and support, to the Incident Management team and Head of WHO Country Office, on all supply matters in the context of the emergency response including coordination and communication with regional offices as required.

--> Ensures the implementation of the supply management tools and systems.

--> Ensures end-to-end follow-up of the requisitions placed for emergency response; develop and maintain an efficient and reliable tracking system.

--> Monitors effective and efficient warehouse management for WHO incident management.

--> Liaises with technical experts to ensure proper needs identification from stakeholders, and financial validation.

--> Coordinates with partners such as UNHRD and UNHCR to manage the emergency supply response (request management, stock level, shipment, etc.).

--> Designs KPIs to monitor the supply operations efficiency.

--> Provides regular reporting on OSL emergency response supply activities.

--> Performs any other related incident-specific duties, as required by the functional supervisor.

Assessment and Monitoring:

--> Proactively participates in regular field assessments to monitor supply management, stock movements and storage conditions.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in development economics, business administration, logistics, engineering, supply chain management or a field of studies relevant to the position.
Desirable: University degree (Master's level) in any of the above areas. Degree in Supply Chain Management and/or Logistics. Training or knowledge of information management systems and their application to supply management and monitoring.

Experience

Essential: At least two years' experience, at the national level, in supply chain management, supply logistics or procurement in a health care emergency response, or humanitarian response operations, or related area.
Desirable: Relevant experience with(in) WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.

Skills

Excellent knowledge of Microsoft Office applications.Demonstrated computer skills with emphasis on database management to monitor supplies and inventory and forecast needs. Demonstrated skills in using field response equipment such as satellite phonesExcellent organizational skillsDemonstrated ability to multitask, deliver results in time critical scenarios, identify and solve problems. REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
