OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Communication and Information, the authority of the Director of Division for Partnerships and Operational Programme Monitoring, and the direct supervision of the Chief of the Section for Freedom of Expression and Safety of Journalists and the relevant Programme Specialist in charge, the Consultant will work towards the achievement of UNESCO’s objective to address challenges and opportunities of freedom of expression, particularly safety of journalists and the issue of impunity, along the 40 C/5 Programme and Budget, related Expected Results and Performance Indicators.

 

In particular, the Consultant shall:

  1. Assist with the coordination of the project of training security forces on freedom of expression and safety of journalists, by contacting relevant partners to implement the training workshops, by establishing and adapting the budget, assisting in the evaluation of the courses (quantitative and qualitative), drafting progress and final reports for donors of the project, arranging travel, accommodation and logistics (if permitted by the sanitary situation), and assisting in ensuring visibility of the project through drafting press releases and disseminating these materials amongst partners;

 

  1. Contribute to the dissemination and visibility of relevant training materials for security forces, including coordinating the translation of the Manual for security forces, and assisting in the development of issue briefs;

 

  1. Contribute to the dissemination and visibility of relevant training materials for the judiciary, including assisting in the coordination of the translation of a global Toolkit for the judiciary in different languages;

  1. Contribute to the coordination of the project of training prosecutors on freedom of expression and safety of journalists, by liaising with relevant partners including networks of prosecutors, assisting in the development of a module training for prosecutors, and assisting in the organization of a training workshop for prosecutors in the Fall 2021;

 

  1. Contribute to the preparation of the International Day to End Impunity 2021, in particular the communication campaign by liaising with relevant partners, developing fundraising and grant concept notes and proposals for funding of UNESCO's Freedom of Expression related programme activities by donors and partners;

 

  1. Assist in coordinating the visibility of the activities of the Section, including by updating the website on training the judiciary and security forces on freedom of expression and safety of journalists, preparing news items and contributing to the global communication strategy of the Section, notably by identifying and liaising with creative agencies;

 

  1. Other duties: undertake other specific duties as instructed by the Chief of Section or the Supervisor, including preparing weekly briefings on world trends in freedom of expression, drafting news items, reports, presentations, background papers, and speeches.

Education

  • Advanced university degree (Master's or higher) in political sciences, social sciences including history and law, or other relevant fields.
     

Work Experience

  • At least 2 years of relevant work experience in the areas of human rights and/or freedom of expression
  • Proven experience in drafting and editing (e.g. reports, articles, publications, speeches, briefings etc. ).
     

Languages

  • Fluency in written and oral English.

  • Excellent analytical, technical assessment, and writing skills;
  • Excellent understanding of UNESCO's work to promote freedom of expression and the safety of journalists, including training members of the judiciary and security forces on these issues;
  • Excellent interpersonal and communication skills, and ability to exchange information on complex issues;
  • Ability to establish and maintain effective working relationships in a complex and multicultural environment;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines;
  • Discretion and maturity of judgement are required;
  • Ability to work under pressure and to organize and coordinate multiple tasks;
  • Solid computer skills including advanced knowledge of office software such as Word and Excel..

 

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience with UNESCO and/or the United Nations System and understanding of their functioning and procedures would be an asset.

Additional Information:

  • Consultancy contract duration is for 7 months.
