OVERVIEW OF THE FUNCTIONS OF THE POST

Founded in 2000 by UNESCO, The World Water Assessment Programme (WWAP) of UNESCO World Water Assessment Programme (unesco.org) seeks to equip water managers and key decision-makers with the information, data, tools and skills to effectively participate in the development of policies to improve the supply and quality of global freshwater resources. The primary product of the WWAP Secretariat is the UN World Water Development Report, a UN-Water flagship report on water resources related-issues, which is produced every year on a different topic. Furthermore, other knowledge products are produced (for instance, Water and Gender publication and tools), often on a project basis Water and Gender (unesco.org).

The wealth of information compiled and produced by WWAP have a substantial impact at the policy and implementation level, only if these knowledge products of the Secretariat are shared effectively with policy and decision makers and other relevant stakeholder (e.g. researchers, NGOs, representatives of sectors outside the water domain). This could be done through mainstreaming actions and the use of innovative methods. This requirement necessitates the involvement of a specialist on policy, advocacy and valorisation.

Long Description

Under the direct supervision of the Coordinator of the United Nations World Water Assessment Programme (WWAP) and Director of the UNESCO Programme Office on Global Water Assessment, the incumbent will focus on the implementation and provide strategic guidance to the activities related to a) Water and Gender Policies and b) Capacity Development:

The incumbent shall work within the framework of WWAP strategies, work plan and budget, and in line with the UNESCO Mid-term Strategy (41 C4/C5) on the water-related outcomes and outputs to deliver WWAP specific outputs.The incumbent shall be required to interact with multiple stakeholders and draft associated publications in both English and Spanish.

In particular, the incumbant shall be required to:

Capacity development 

  • Coordinate and implement the WWAP Water and Gender Capacity Development Programme, including the organization and development of technical trainings at regional and national level.
  • Provide mentorship and technical backstopping to the use of the WWAP Water and Gender Toolkit at regional and/or national levels, assisting regional and national institutions, governmental staff and other stakeholders in the application of WWAP Water and Gender methodologies and indicators in their own programs and plans.
  • Guide the WWAP Water and Gender Team in technical aspects related to gender and water management and governance, and in the development of ad hoc technical and scientific publications.

Partnership and fundraising  and Project management

  • Build synergies and collaborative opportunities with UNESCO regional/national offices, and external institutions and organizations, and prospects for establishing partnership agreements for project development and co-funding activities with relevant national, regional and/or global institutions.
  • Prepare ad-hoc project proposals, and provide operational management of gender integration activities during project implementation. 
Long Description

Advocacy

  • Promote WWAP Water and Gender activities, and the adoption of the WWAP Water and Gender Toolkit, in particular, through i) the development of important initiatives such the Call for Action on gender equality in the water domain, and ii) engaging in the global water/gender/women empowerment  agenda in different ways,  including  taking part in, or organizing  relevant events, expanding WWAP network.

Publications

  • Develop technical and policy content on water resource management and gender integration for publication, review and technical input to institutional publications.

Reporting 

  • Track the impact of WWAP on gender equality and the empowerment of women and girls and provide recommendations for developing/updating programmatic strategies for water and gender.
  • Provide summaries and assessments of the activities supervised and implemented.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Master's or equivalent) in the field of Water, Natural Resources Management  or Gender Studies, with a specialization in gender equality or women empowerment.

WORK EXPERIENCE

  • A minimum of 4 years of professional experience in design and management of gender integration into water projects, and mainstreaming gender equality and social inclusion into water policies and governance, of which preferably 2 years at the international level.
  • Experience in water and gender policies, women participation, international cooperation and outreach. 
  • Demonstrated project management experience in gender and water project management, capacity development and proven experience in designing and conducting gender analyses and the use of gender indicators.
  • Experience in developing projects and joint collaborations and partnerships, with a variety of  institutions (governmental, NGOs, private) at local, national and international level.
  • Proven record of academic and technical publications.

SKILLS/COMPETENCIES

  • Ability to work within a multicultural team with sensitivity and respect for diversity.
  • Capacity to provide effective guidance and leadership.
  • Very good IT skills. 
  • Ability to work autonomously and manage competing priorities. 
  • Ability to build networks and deal with participatory processes with multiple stakeholders.

LANGUAGES

  • Excellent knowledge (written and spoken) of English.
  • Good knowledge (written and spoken) of Spanish.
DESIRABLE QUALIFICATIONS

EDUCATION

  • Training, certifications or specialization in gender equality or women empowerment.

WORK EXPERIENCE

  • Experience in working with the United Nations System and/or an international development organization.

SKILLS/COMPETENCIES

  • Familiarity with the work and general functioning of UNESCO, the United Nations System or international organizations.

LANGUAGES

  • Knowledge of another official language of UNESCO (Arabic, Chinese, French or Russian).
