Background

UN Women is the United Nations organization dedicated to promoting gender equality and the empowerment of women. As a global advocate for women and girls, UN Women was established to accelerate progress in improving the lives of women and responding to the needs they face around the world.

UN Women supports United Nations Member States in setting international standards for achieving gender equality and works with governments and civil society to create the laws, policies, programs and services needed to ensure that the standards are effectively implemented and that they truly benefit women and girls around the world. It focuses on five priority areas:

  • Increasing women's leadership and participation;
  • Ending violence against women;
  • Involving women in all aspects of peace and security processes;
  • Improve women's economic empowerment;
  • Make gender equality central to national planning and budgeting for development.

Two international agreements are the basis of UN Women's work: the Beijing Platform for Action, which resulted from the Fourth World Conference on Women in 1995, and the Convention on the Elimination of All Forms of Discrimination against Women, considered to be the fundamental declaration of women's rights. The spirit of these agreements was reaffirmed in the new Sustainable Development Goals (SDGs) agreed by UN member states for 2030, particularly in SDG 5 "Achieve gender equality and empower all women and girls".

Duties and Responsibilities

Functions:

  • Technically contribute to the development of strategies related to the implementation of the JP in Ethiopia.
  • Coordinate with UN Women and ILO’s JP Programme Coordinators to ensure coherence and alignment of the activities planned.
  • Ensure high quality and timely implementation of UN Women’s activities under the JP’s outcome 1 and 3.
  • Respond to the donor and UN Women’s requirements and requests on issues related to the implementation of the JP in Ethiopia

MAIN ACTIVITIES:

Technically contribute to the development of strategies related to the implementation of the JP’s in Ethiopia.

  • Support the analysis and research of Ethiopia’s political, social and economic situation to identify opportunities and partners to advance in the JP’s strategic planning and implementation in the country.
  • Identify key partners and organize inception workshops to engage them in the programme and generate inputs to finalize country level workplan.
  • Develop and lead an advocacy, knowledge building/management and communication strategy of the JP at country level jointly with ILO.
  • Develop and implement partnerships and a resource mobilization strategy to build and sustain the impact of the JP in Ethiopia in coordination with ILO.
  • Represent UN Women in meetings and policy dialogues on issues related to the JP.

Coordinate with ILO Ethiopia Country office  to ensure coherence and alignment of the JP planned activities.

  • Maintain a continuous dialogue with ILO’s office in Ethiopia to ensure coherence and alignment of the planned activities.
  • Coordinate the implementation of outcome 1 joint activities, convening regular meetings with ILO and other strategic actors and ensuring coherence with other national efforts toward gender-equitable inclusive growth.
  • Provide inputs to the design and implementation of Outcome 2 activities toward decent employment for women, ensuring coherence of the Programme’s activities with other governmental and UN efforts related to the JP priorities (Fiscal Policies, Employment and Decent Work and Care Policies)
  • Articulating strategies with related interagency initiatives.
  • Coordinate the evaluation, monitoring, and reporting of the JP’s activities, products, and results in Ethiopia.

Ensure high quality and timely implementation of UN Women’s activities under the JP’s outcome 1 and 3.

  • Lead the implementation and delivery of the JP’s components under UN Women’s responsibility in close coordination with ILO.
  • Elaborate terms of reference (ToRs) and participate in the selection processes of consultants and other needed services. Monitor its implementation ensuring high quality and timely delivery of products and services.
  • Oversee operational processes for a timely execution of activities, according to UN Women’s rules and procedures.
  • Coordinate national conferences and dialogues, as well as south-south expert group meetings to share experiences and best practices.
  • Maintain a close relationship and articulation with national and provincial strategic partners to support the JP’s implementation, coherence, and expansion.
  • Monitor budget’s implementation and make budget adjustments/revisions, as necessary.
  • Supervise the JP’ Programme Assistant, ensuring a proper financial management of the project.

Respond to the donor and UN Women’s requirements and requests on issues related to the implementation of the JP in Ethiopia.

  • Properly and timely respond to UN Women’s internal monitoring and reporting processes.
  • Properly and timely respond to donor’s monitoring and reporting processes ensuring timely inputs from the JP implementation in Ethiopia in close coordination with ILO.
  • Prepare country periodic narrative and financial progress reports.
  • Record and maintain documents on relevant programme activities, issues, risks and risk mitigation plans.
  • Maintain updated records of information, monitor indicators linked to JP’s activities and identify secondary sources of information.
  • Participate, when required, in global meeting with JP’s global focal points, as well as with donor.

  • Timely and quality implementation of JP at country level against workplans, timelines and budgets, in line with the Programme document.
  • Quality and timely reporting.
  • Excellent relations with partners and stakeholders.
  • Regular and timely monitoring of activities.
  • Enhanced best practices and lessons learned documented and circulated.
  • Increase awareness of UN Women at country level.

SUPERVISION

The Project Expert will report to the UN Women JP Programme Global Coordinator and UN Women Representative in Ethiopia working closely the with the UN Women Programme Global Manager for JP and in collaboration with UN Women Ethiopia programme teams

Required Skills and Experience

Education

  • Master's degree, or equivalent in  social science, public administration, law, human rights, gender studies, management, economics or other related areas.

Experience

  • Work experience of at least five years in gender mainstreaming, promotion of gender equality and women's rights in the area of Women’s Economic Empowerment.
  • At least two years of work experience in designing and implementing programmes
  • Demonstrable knowledge and/or work experience in gender and economic policies, fiscal stimulus care and/or social security policies.
  • Demonstrable knowledge and/or work experience in public management.
  • Experience in leadership and coordination of work teams.
  • Experience working in entities, international bodies, the United Nations system or similar

Language

  • Advanced knowledge of oral and written English
