Org. Setting and Reporting

These national professional positions are located in the Monitoring Analysis and Tools Section, Assessment, Planning and Monitoring Branch (APMB) within the Office for the Coordination of Humanitarian Affairs (OCHA) based in Istanbul. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Associate Humanitarian Affairs Officer/NOB reports to the Head of the Section.

Responsibilities

Within delegated authority, the Associate Humanitarian Affairs Officer/NOB will be responsible for the following duties:

•In consultation with a senior Humanitarian Affairs Officer/head of unit, assists in the analysis and monitoring of humanitarian data on affected population, clusters' indicators and on global funding.
•Researches, analyzes and presents information and data gathered from diverse sources on assigned topics/issues.
•Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, technical guidelines on HPC cycle and tools. etc.
•Develops and maintains reference/resource information on specific topics; responds to various inquiries and information requests internally and externally using the established OCHA communities of practice (Skype, Teams), specially in support of OCHA Country Offices on the use of HPC tools, analysis and curation of data.
•Assists in the monitoring of appeals for international assistance; ensures the proper analysis and monitoring of population data, donor funding contributions data channeled through OCHA and HRPs/appeals.
•Assists in the organization of meetings, seminars, conferences, work shops, etc. with OCHA country and regional offices and facilitates exchanges of professional expertise and views on specific humanitarian-related subjects/Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.
•Participates in project/programme formulation
•Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, work under pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). •Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

•Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, data sciences or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area is required.
Experience working on humanitarian response plan/appeals under Humanitarian Program Cycle is desirable.

Languages

English and French are the working languages of the United Nations. For this position, fluency in English (oral and written) is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

These positions are funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of funds.

These positions are National Professional positions and will be based in Istanbul. Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located (limited to Turkish nationals).

Appointment against this post is on a local basis.

The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.
