The consultant that will assist the Adolescent Health/ HIV Specialist to implement strategies that will contribute to increased competency and self-efficacy of care providers (health, social workers, guidance counselors and teachers), chatline volunteers, influencers and adolescent leaders of Adolescent Friendly Health Facilities on MHPSS.

The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. How can you make a difference

Specifically, the consultant shall deliver the following tasks:
a. Develop training package on MHPSS using adolescent MHPSS toolkit, WHO mhGAP, DOH-ADEPT and CWC video-based learning materials.
 
b. Conduct consultation review with experts and relevant stakeholders to finalize the training packages and tools.
c. Conduct training workshops using the approved training package and support CWC to maintain a record of feedback and comments from organizers and training participants.
 
d. Organize joint providers virtual meet-up to identify bottlenecks and plan for coordinated service provision for adolescents (jointly with CWC, DOH, National Center for Mental Health, and Philippine Red Cross).
 
e. Lead the development of mentoring and coaching tools and conduct regular supportive supervision for chatline provides with focus on the key results defined in the MHPSS framework.
 
f. Conduct orientation/ engagement activities for influencers/ celebrity, in coordination with PFP and other partners.
g. Conduct follow through activities/ events for LGU health and social protection workers in UNICEF supported provinces to increase MHPSS engagement, including but not limited to the celebration of International Youth Day and National Children’s Month.
 
h. Conduct post-training assessment to review individual action plans vis-à-vis the training package.
i. Provide orientation/ training workshops on MHPSS to UNICEF partners, on a case to case basis.
j. Enhance content of training packages based on the 6-month implementation of MHPSS.
k. Maintain and update database care providers, chatline volunteers, influencers, adolescents and youth leaders.

Work Assignments/Tasks

- Using adolescent MHPSS toolkit, WHO mhGAP, DOH-ADEPT and CWC video-based learning materials, develop training package for the following:

d. adolescent and youth leaders

Deliverables

- Draft four (4) training packages on adolescent mental health and psychosocial support inclusive of the following topics:
a) Policies and Principles related to MHPSS
b) Basic Concepts on Disaster, Health Emergencies and COVID-19 pandemic
c) Explaining the Mental Health and Psychosocial Well-being
d) Understanding and Addressing the Needs of Adolescents Aged 10-19 years old / Situationer
e) Communicating MHPSS Key Messages
f) Responding to Adolescent MHPSS Needs
g) Additional topics may be considered based on the recommendations on the DOH Peer Support MHPSS Playbook: [PA5 Mental Health] Peer Support Groups for the Youth - Google Drive

- Inception report, outlining details/ process of how the training will be conducted, based on the consultation
- Training schedules and tools appropriate for the type of participants, such as:
• PowerPoint Presentation
• Multimedia
• Handouts
• Individual and team exercises
• Behavior modeling and role-plays (HEADSS and receiving/ responding to queries)

- One-to-one and group discussions
- Training report, inclusive of profiles of the target audience reached submitted a week after each workshop:
a. 240 care providers in UNICEF supported provinces trained
b. 200 chatline providers trained
c. 1,500 youth groups engaged

- Summary of feedback and record of actions taken to address the comments
- Hand-out of MHPSS care service pathways
- Activity report with detailed information on the challenges and corrective actions
- Individual action plans reviewed and updated (integration of the topic and skills learned from the training)
- Detailed training report, inclusive of profiles of the influencers and celebrities, and schedule of activities
- Schedule of activities, summary of activity with LGUs and results, disseminated in various platforms
- Summary report of the post-training assessment
- Updated individual action plans
- Brief notes on the orientation/ training workshops, and a directory of participants
- Final draft of the training packages endorsed to Council Board (this will require review of the AHDP TWG and NCPWG)
- An excel-based/ online spreadsheet with comprehensive and updated details of the trained participants

Qualifications and Competencies of Successful Consultant

  • Bachelor's Degree on the following relevant academic background in policy development, social sciences, Leadership and Management and Human Resource Development and environment.
  • Minimum of five years of professional experience in social development planning and management in adolescent and youth development-related areas.
  • Minimum of three years of professional experience in the field of training management and developing a training curriculum; experience in training of social workers and health care providers preferred.
  • High level of ethical awareness, child protection lens, and integrity.
  • Experience in provision of technical support and coordination with key national government agencies and other stakeholders; demonstrate experience in carrying out similar assignments.
  •  
    With good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset.
  •  
    Fluency in English both in oral and written communication, knowledge of relevant local language is an asset.
  •  
    Previous experience working and coordinating with UNICEF, DOH and CWC highly desired.
     
  • Ability to work efficiently and deliver committed outputs within agreed timelines and deadlines.
