International Consultant - Development of HIV Point of Care (POC) Operational plan in Angola - 30 Days - Home-Based

The goal of the consultancy is to provide technical support to strengthen care services for preventing mother-to-child transmission of HIV and early childhood diagnosis and pediatric treatment, through the development of a POC operational plan for Angola and support the start-up phase of implementation of the plan.

How can you make a difference?

1. Facilitate and coordinate virtual meetings with stakeholders to discuss the key considerations for scale up of POC testing technology.
2. Provide technical assistance to INLS regarding health systems strengthening and capacity building to set up and implement POC testing technology.
3. Provide technical assistance to the Ministry of Health/INLS in developing and starting up a National EID POC Operational Plan, including standard operation procedures (SOPs) and flowcharts.
4. Provide technical support to INLS to prepare demand forecasts and procurement plans as well as quarterly inventory reports for the EID POC supplies and commodities.
5. Support the development/implementation of a monitoring and evaluation framework that includes compiling and defining project indicators, baselines, targets, reporting templates and timelines.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in one of the disciplines relevant to the following areas: public health, health systems management, medical laboratory, biomedical sciences, or related field
  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 8 years of relevant professional experience in working on HIV/AIDS/PMTCT-Pediatric care programming, and laboratory, preferably in Eastern and Southern Africa
• Experience in participating and / or conducting consultations with national authorities on the processes of mapping and implementation on Point of Care (POC) devices and reporting, as well as facilitating workshops.
• Demonstrated track record of experience on development of POC operational plan.
• Experience of working with UN agencies is an asset
• Excellent skills in facilitation, team building and mediation
• High ethical standards and understanding of sensitivities relating to children’s rights
• Fluency in English and some knowledge of Portuguese/Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Terms of Payment: The consultant will be paid an all-inclusive fee  as per the stipulated deliverable and payment schedule 

Contract Duration: 30 days in three months
