The role of the communication consultant is to develop a project communication strategy and plan, including the overarching communication objectives, specific goals, key messages, target audiences, project visibility tools, stakeholders’ communication platforms, media engagement initiatives and digital communication tactics as needed, highlighting already existing UNICEF initiatives such as ‘Meshwary’ initiative and ensuring a seamless integration with additional activities funded by this programme.

Objective:

The role of the communication consultant is to develop a project communication strategy and plan, including the overarching communication objectives, specific goals, key messages, target audiences, project visibility tools, stakeholders’ communication platforms, media engagement initiatives and digital communication tactics as needed, highlighting already existing UNICEF initiatives such as ‘Meshwary’ initiative and ensuring a seamless integration with additional activities funded by this programme.

This assignment is designed to put a roadmap for the project communication with its stakeholders, beneficiaries and actors, ensures the visibility of the project among the relevant audience and put a detailed implementation plan for the visibility of the project, engagement of the media (traditional and social) and production and dissemination of communication materials.

The Consultant will work closely with guidance from UNICEF and ILO Communication team when needed, ensuring the alignment and adherence of the strategy with the overall strategy of UNICEF and ILO.  The consultant will also consult already existing programmes within the ILO and UNICEF country programmes (Meshwary initiative) and consider complementarities with other initiatives and cohesion with the overall communication scheme UNICEF and ILO. In particular, the consultant will propose branding for existing and new ILO and UNICEF activities that will fall under the Youth4Future programme.

The consultant will also review the relevant communication materials and media coverage within UNICEF previous communication activities to identify and suggest where communication interventions are needed.

The consultant will also draw the framework for the communication strategy and ensure its alignment with the project vision, UNICEF Country Programme Document, Workplans and the desired impact. The strategy will take into account the communication needs for the project at all levels: micro, meso and macro levels.  The implementation plan will utilize the communication tactics and tools in order to tackle all levels of communication needed throughout the project duration.

The Communication strategy and plan will also include a monitoring framework for the communication plan to ensure that its outputs and outcomes are in line with the intended design.

Methodology:

Duties will entail regular monitoring, follow-up and supervision of the below mentioned tasks.

  1. Conduct a communication audit for the current material: project content, ILO and UNICEF relevant activities content.  The Audit will also cover Youth for Future’s communication and media strategy as consulted with the communication officer within ILO and UNICEF.

 

 

  1. Conduct a stakeholders’ analysis for the project including but not limited to
  • Government entities
  • Civil society entities
  • Other donors and development projects interventions
  • Training and entrepreneurship initiatives
  • Media

 

 

  1. Consult with the project steering committee and project team, ensuring alignment of the project activities and design with the communication and time plans.

Proposed Payment Schedule:

Monthly basis, upon delivery of monthly report including a log of major activities and progress, achievements, constraints and recommendations.

 

 

 

To qualify as an advocate for every child you will have…

  • BA in Mass Communication
  • More than five years’ experience in Communication field
  • Very good writing and editing skills in English and Arabic
  • Good knowledge of UN/UNICEF mandate
  • Good communication and presentation skills

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
