Background Information 

Within the framework of the project “Enhancing cybersecurity and transparency of election processes in Ukraine” implemented by the Project Co-ordinator in Ukraine (PCU) in partnership with the Central Election Commission (CEC), it is planned to assess the information and telecommunication systems and cybersecurity of the Central Election Commission (hereinafter – IT infrastructure assessment).

The purpose of the evaluation is to analyse CEC's existing IT infrastructure and to obtain independent expert recommendations on its architecture and further development, to improve fault tolerance and security, and to increase productivity. 

Tasks

Upon the conduction of the evaluation a team of national and international consultants, selected by the OSCE Project Co-ordinator in Ukraine, have to prepare and submit to the CEC a comprehensive report consisting of the following documents:

1) "IT Infrastructure and Cyber Security Assessment Report" (Stage I);

2) "Recommendations for the Development of IT Infrastructure and Cybersecurity" (Stage II).

Thus, the PCU seeks for the services of an international Consultant in Election IT-infrastructure and cybersecurity (expert) to work as a part of the team during the preparation of recommendations as a part of the Comprehensive Report.

In particular, the PCU expects from the Consultant to contribute into preparation of the "Recommendations for the development of IT infrastructure and cybersecurity" (Stage II) based on the "IT Infrastructure and Cyber Security Assessment Report” (Stage I).

These recommendations should cover, but be not limited with the following topics:

  • improvement of organizational structure of the Commission's IT departments and areas for professional development (if necessary);
  • development of server infrastructure;
  • development of network infrastructure;
  • recommendations on elimination of bottlenecks, increase of productivity and faults resistance of the system; 
  • recommendations for further development of the cybersecurity system, which contains its detailed description;
  • development of a roadmap as a basis for improvement of the Commission's IT-infrastructure and cyber security.

Please note that this is a short-term consultancy assignment of approximately 10 days. The expert will be required to work remotely. The assignment does not envisage visits to the CEC premises.

Necessary Qualifications:

  • university degree in Information Technologies or Natural Sciences;
  • minimum eight years of professional experience in implementation of IT projects for election administration bodies and/or improving information security in the OSCE region; 
  • proven experience in evaluation, analysis, development of concepts, strategies on information security of elections;
  • experience of elections observation in the OSCE region and in-depth understanding of electoral system in Ukraine would be an asset;
  • excellent communication skills and analytical skills;
  • professional command of English, understanding of the Ukrainian would be an asset; 
  • availability to work distantly.

Remuneration Package:

According to the PCU consultancy fees guidelines.
