Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. UN Women Lebanon works on issues of women’s political participation, peace and security, economic empowerment and changing social norms around gender and masculinities.

Through the Women Peace and Security (WPS) programme, UN Women supports the implementation, reporting, monitoring and evaluation of progress and results of the National Action Plan (NAP) 1325 (endorsed in 2019 by the Government of Lebanon) including supporting i) the security and defense sectors in developing and implementing gender affirmative policies; ii) removing discrimination against women in the law; iii) promoting women’s role in peace building, recovery, transitional justice and mediation efforts; and iv) ensuring monitoring and documentation of women’s rights and gender equality in times of conflicts and crisis. The programme includes the work on addressing social norms, engaging men and boys in achieving gender equality and challenging traditional gender roles at community, institutional and policy levels.In addition, UN Women Lebanon works with national women’s rights organizations and with emerging women-led Community Based Organizations in their efforts to seek the truth, foster collective remembrance and ultimately, move towards reconciliation around the legacy of the civil war.

Under the direct supervision of the Program Coordinator based in Beirut, the field Coordinator will be responsible for supporting in the program to achieve effective results.

Reporting to the Program Coordinator, the Field Coordinator works with and provides support to the members of the Program Team in the development and implementation of effective programs consistent with UN Women rules and regulations. The Field Coordinator contributes to research, financial management, and program implementation including providing necessary operational, administrative, and programmatic support. The Field Coordinator works in close collaboration with the operations, program and projects’ staff in the RO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.

 

Duties and Responsibilities

1. Support the Programme Coordinator in following -up on Projects’ implementation and management process

  • Provide inputs to the annual workplan and budget as required.
  • Coordinate and monitor the implementation of project activities.
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Follow-up on the submission of implementing partner financial and narrative reports.

2. Support to monitoring and implementation of project activities and programme results

  • Support project partners through overseeing implementation and synergies between different elements of project implementation, while ensuring implementation is on track.
  • Provide technical assistance and capacity building to partners on key areas of project implementation, to ensure impact of interventions.
  • Conduct field visits to monitor field level activities.
  • Conduct monitoring of results of the IPs to ensure that the project achievements are in line with target indicators, and impact is monitored and documented.
  • Maintain records of all target achievements / indicators to monitor progress.
  • Support in the timely preparation and quality control of technical reports, briefs and required project documents.
  • Monitor progress on project activity, results, and indicators at the field level.
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs, and outcomes.
  • Go on Field visits bimonthly to monitor projects implementation

3. Support the Programme Coordinator in building partnerships and resource mobilization efforts

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, and donor profiles.
  • Represent the agency and provide input and support in inter-agency coordination groups relevant to the WPS programme.
  • Coordinate with other UN Women teams on WPS information for complementarity

4.Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to the Women Peace and Security programme.
  • Coordinate and support the communication team with data and information covering WPS programme to enhance visibility and advocacy.

5.Provide administrative and logistical support to the formulation and management of Programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements.
  • Prepare information for the audit of Programmes/ projects and support implementation of audit recommendations.
  • Review programme data from Programmes/ projects for the MCO/CO/RO website.
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, and position paper.
  • Provide administrative support in monitoring budget preparation and the finances of Programmes/projects including the finalization of FACE forms.
  • Review financial reports; prepare non-PO vouchers for development projects; Process payment for consultants.
  • Maintain internal expenditures control system.
  • Create requisitions in Atlas for development projects; register good receipts in Atlas
  • Undertake all logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions.
  • Make travel arrangements for the Programme Team, including travel requisitions and claims.
  • Prepare public information materials and briefing packets.
  • Assemble briefing materials and prepare power-point and other presentation

Required Skills and Experience

Education and Certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

  • At least 2 years of progressively responsible experience in administrative or programme management/support /project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
  • Experience in Women Peace and Security is an asset.
  • Experience coordinating and liaising with Humanitarian actors, government agencies and/or donors is an asset.
  • Experience in the use of ATLAS is an asset.
  • Experience in UN System is a plus.
  • Computer skills, statistics, internet communication and command of MS Office

Language Requirements:

  • Fluency in English and Arabic is required.
  • Working knowledge in another official UN language is an asset
