The Field Associate (CCCM/Shelter) in Saada will directly report to the Senior CCCM and Shelter Cluster Coordinators at the national level and will perform his/her functions in a neutral manner ensuring the delivery on the CCCM/Shelter Cluster tasks, copying the Head of Field Office Saada in all communications. He/she will be supervised on a day to day basis by the UNHCR Saada Head of Office as his/her direct supervisor.

The Field Associate (CCCM/Shelter) will keep frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to assist in providing services and resolving problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.

The Field Associate (CCCM/Shelter) will assist the supervisor in ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. S/he will provide technical assistance in general infrastructure planning, design, and construction monitoring.

Close and regular contact will be maintained with technical and non-technical staff of shelter sector members, national and international NGOs, and Authorities.

Duties

- Ensure full and sufficient coordination of the CCCM and Shelter Clusters in the respective hub area of geographical responsibility (Sa¿ada)
- Participate in Sub-national CCCM and Shelter clusters monthly coordination meetings, share minutes of meetings with cluster members and national CCCM/shelter clusters.
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR, CCCM and Shelter Clusters and report to the supervisor accordingly.
- Monitor the implementation of UNHCR Programme and CCCM /Shelter Cluster Programme including the delivery of all assistance items and monitoring of infrastructure.
- Assist in carrying out shelter needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration, and supply.
- Provide technical support in the daily management of all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance to established UNHCR and
        national standards/best practices for the full project cycle.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized
        personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the IDP community or from
        the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of
        assistance to persons of concern to UNHCR and Shelter/CCCM Clusters.
- Coordinate activities with local authority counterparts, partners and populations of concern.
- Act as interpreter when required.
- Perform other related duties as required.

Collaboration

- Assist Programme in reviewing technical components of the Project Partnership Agreements that contain any construction and infrastructure projects.
- Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the
        population are met.
- Provide support in the preparation of bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc.
- Assist in the technical evaluation of received bids as well as in the review/inspection of the quality of shelter and infrastructure products/works.
- Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.


Certificates and/or Licenses
Business Administration Law Political Science
Civil Engineering   Architecture

Desirable
Completion of UNHCR learning Programme or specific training relevant to functions of the position. UNHCR field experience.
Knowledge of SPHERE standards and the ability to use basic survey equipment, digital cameras, and computer equipment. Experience in developing shelter and settlement need assessments and undertaking gap analysis for development of shelter programs.
