Local Consultants: MHPSS M&E Officer - 9 Months

Lead the development of M&E plan for the implementation of MHPSS in UNICEF supported sites with the assistance of the regional epidemiology and surveillance unit (RESU); provide training support to LGUs on the collection and analysis of data on MHPSS and related services for integration in the adolescent friendly health facilities (AFHF); and assist the planning and program offices of LGUs in identifying key areas for data integration. The consultant will support activities intended to improve process of data collection/ capture and analysis of adolescent mental health service delivery based on the M&E plan of Adolescent Health and Development Programme and the Special Initiatives on Mental Health developed by WHO and DOH.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

Specifically, the consultant shall deliver the following tasks:
 
Strengthening planning, monitoring and review
a. Conduct review of data collection activities (inputs, processes, analysis and utilization) and facilitate consultation with relevant actors to gauge accuracy, timeliness and relevance of the key activities and results on adolescent mental health
b. Develop M&E Plan for the implementation of MHPSS, and provide technical support on data collection, data management and data analysis to support LGUs in the pilot sites
c. Supervise the pilot testing of MHPSS platform (chatline), spot errors, bottlenecks, challenges both in the system and human side and propose corrective actions and enhancement to contractors
d. Support the government in integrating the chatline in the existing MHPSS interventions in the field; and reinforce coordination among key players working in the MHPSS field
e. Support development and sharing of common assessment, planning, implementation, and M&E tools
 
Situation Monitoring and Assessment
f. Support development of a policy brief to effectively report on and advocate for mental health through generation of up-to-date information
 
Cross-sectoral support to child protection, education, adolescent health, and nutrition
g. Support the conduct of the study on multi-tier “Research on Strengthening Systems to Deliver Effective Multi-Tiered Mental Health Services for Children and Adolescents” in coordination with Child Protection

Work Assignments/Tasks

Strengthening Planning, Monitoring, and Review:
- Ensure data collection activities provide accurate and relevant data on key activities and results on adolescent mental health.
- Develop M&E Plan for the implementation of MHPSS, and provide technical support on data collection, data management and data analysis to support LGUs in the pilot sites.
- Supervise the pilot testing of MHPSS platform (chatline), spot errors, bottlenecks, challenges both in the system and human side and propose corrective actions and enhancement to contractors.
- Support the government in integrating the chatline in the existing MHPSS interventions in the field; and reinforce coordination among key players working in the MHPSS field.
- Support development and sharing of common assessment, planning, implementation, and M&E tools of DOH-HPB.

Situation Monitoring and Assessment:
- Support development of a policy brief to effectively report on and advocate for mental health through generation of up-to-date information.

Cross-sectoral support to child protection, education, adolescent health, and nutrition:
- Support conduct of the study on multi-tier “Research on Strengthening Systems to Deliver Effective Multi-Tiered Mental Health Services for Children and Adolescents” in coordination with Child Protection.

Deliverables

- Summary report from the desk review of good practices in MHPSS, with focus on service data, bottlenecks and gaps, and M&E indicators related to mental health at the national, sub-national and facility levels, with feedback from relevant partners to ensure availability and accuracy of current data M&E plan for implementation developed to address data gaps and improve pilot testing of the J&J MHPSS chatline. In consultation with Information Management Officer and PME, it shall have the following information:

a) data to collect
b) type of analysis
c) Source of information
d) responsible for data collection.

- Analysis of the data reported and presented in a form of monthly progress report (from August 2021 to Feb 2022), with detailed corrective actions taken and recommendations to keep the chatline systems up and running.
- Draft sustainability plan of the chatline in collaboration with DOH, National Center for Mental Health and CWC based on the regular coordination, research, monitoring and evaluation activities.
- Updated M&E module of the DOH MHPSS Peer Support Playbook http://bit.ly/HPB_2021Playbooks, which includes competency and self-assessment checklist.
- At least 10 coordination meetings and orientation, with 17 regional coordinators/ surveillance officers conducted on the M&E of MHPSS chatline and the playbook in select LGUs.
- Email digest/ highlight information to keep monitoring the situation of adolescents and key population with national partners (August 2021 to Feb 2022).

1) quality research that addresses issues and challenges affecting children and families, shared bi-monthly.
2) through appropriate channels and to enhance partnerships with key players in monitoring effectively progress on the implementation of the Philippine Mental Health Law and other health and protection commitments.

- Policy brief that summarizes key highlights of data collected, and information from the coordination activities.
- Technical comments reflected on the draft report and summary of relevant materials shared to the research team.
- Technical inputs provided during validation workshop, and recommendations of the relevant partners documented to influence implementation and follow up actions of the chatline.

Qualifications and Competencies of Successful Consultant

  • University degree on Psychology and Mental Health Counseling, Public Health & Nutrition, Health Sciences, International Health & Nutrition, Family Health & Nutrition, Development Studies.
  • Minimum of three years of professional experience in the field of program implementation, monitoring and evaluation, surveillance.
  • Experience in provision of technical support on data collection/ capture and analysis in coordination with key national government agencies and other stakeholders; demonstrate experience in carrying out similar assignments.
  • High level of ethical awareness, child protection lens, and integrity.
  • Good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset.
  • Fluency in English both in oral and written communication, knowledge of relevant local language is an asset.
  • Previous experience working and coordinating with UNICEF, DOH and CWC highly desired.
  • Ability to work efficiently and deliver committed outputs within agreed timelines and deadlines.
